Work Session
Roll Call – Mayor Lattimore, Councilors, McNabb, Dempsey and Hunter; present. Councilor Jacobs, absent.
Staff Members Present – John Salomone, City Manager; Thomas Leone, Corporation Counsel; Debra McCormick, City Clerk; Police Chief Gary Giannotta, William Lupien, Superintendent of Engineering Services, Mike Quill, Fire Chief; Lisa Green, Comptroller; Frank DeOrio, Municipal Utilities Director; Mike Long, CIP Manager.
All stood for the Pledge of Allegiance to the Flag.
Presentations of Petitions and Communications
The City Clerk read the following proclamations for the Mayor:
§ Saluting the parishioners of St. Hyacinth’s Church on the occasion of their Centennial Jubilee.
§ Celebration of the 200th Anniversary of the Church of Saints Peter and John.
Public Announcements – The Clerk read.
Dave Morabito spoke briefly at the request of the Mayor about his work with the Auburn Police Department on a car safety seat program.
Mayor Lattimore commended Steve Lynch, Director of Planning on an award his department received earlier in the day. The award, from the American Society of Landscape Architects (ASLA) Upstate NY Chapter, was a "Community Achievement Award" for the City of Auburn and the Office of Planning & Economic Development for the completed Master Plan for Downtown Improvements, including the State Street Mall Redevelopment Project and the proposed Owasco Riverfront Kayak and Angler's Park. The award was presented to the City by the ASLA at a joint conference between the ASLA and the American Planning Association (APA) entitled "Community by Design", held in Buffalo, NY. Mayor Lattimore and Mr. Lynch were at the luncheon to accept the award on behalf of the City and the Office of
Planning & Economic Development.
Mayor Lattimore asked Chief Giannotta about scams that have happened recently. Chief Giannotta spoke and gave tips on how to avoid scams.
Councilor Dempsey reported that a community group concerned about housing codes, and neighborhoods met this week.
Mayor Lattimore commented on the retirement of Nelsa Selover from her position as Executive Director of the Office for the Aging. He commended her for her service to the community and wished her well.
The City Clerk asked if Council would agree to add item 9B to the agenda, all agreed.
City Manager’s Report – None
Public to be Heard –
Jerry Morgan, 22 Pulaski St. – spoke to Council to endorse a City owned Power Plant.
Dave Warrick County House Rd., and city landlord spoke about issues he has with fees at the landfill.
Mary Lou Picciano, 32 Cayuga St. spoke to Council regarding her son.
Work Session
City Manager John Salomone, Frank DeOrio, Director of Municipal Utilities, and Paul F. Dudden of Barton & Loguidice, the city's landfill consultant presented Council with spreadsheets, and photos to illustrate the existing condition of the landfill and scenarios for expanding and opening a new cell. Council discussed the presentation and issues relating to expansion. Mr. Salomone said that the first step would be to bring a Bond Ordinance for a first reading to Council.

Other Business –
The City Manager discussed the local taxi companies desire to increase fees an additional $2.50. He said he would be bringing something to Council to consider.
Councilor McNabb commented on the condition of the cabs. He asked if the City inspects them and Chief Giannotta responded that he did.
Tom Leone Corporation Counsel reviewed a memo he gave to Council regarding an issue the Mayor had with the Employee Handbook and it’s relation to the Mayor appointing an Ethics Commission.
