Regular Business Meeting  (Met at 3:00PM to accommodate an executive session.  Some Councilors has expressed desire to attend tax foreclosure auction scheduled for 6:00PM this evening and asked to be adjourned by then if possible.)

Roll Call – Mayor Lattimore, Councilors, Jacobs, McNabb, Dempsey and Hunter; present.

Staff Members Present – John Salomone, City Manager; Thomas Leone, Corporation Counsel; Debra McCormick, City Clerk; Police Chief Gary Giannotta, William Lupien, Superintendent of Engineering Services.

All stood for the Pledge of Allegiance to the Flag.  

Mayor Lattimore asked for a moment of silence in memory of former Mayor Ed Lauckern, who passed away earlier in the week.

Mayor Lattimore introduced Reverend Dunbar, who introduced Dr. Figali.  He started the First Baptist Church in Baghdad.  Dr. Figali spoke about Iraq.

Presentations and Proclamations – The City Clerk read a proclamation from the Mayor proclaiming September 14th to the 19th as Joseph E. Rice Memorial Chapter #103 Disabled American Veterans Forget-Me-Not Days.  Robert Crawford, Commander accepted and thanked Council.

City Manager’s Report
John Salomone reported the following:
§       He has been contacted by the International City Managers Association regarding available resources for New Orleans area victims of Hurricane Katrina.  He is responding.
§       He has reviewed policies and reinforced the need to conserve fuel in light of the recent increases in the cost of gas.
§       The City’s Employee Recognition Week events will be held next week.

Public to be Heard –
Guy Cosentino. 139 Dunning Ave., Executive Director of Options for Independence commented on the Ordinance scheduled for a first reading regarding the Visitability Ordinance – Barrier-Free Requirements in New Construction Where Funding From Public Sources is Received.   Mr. Cosentino also commented on the loss of former Mayor Ed Lauckern.  He remembered him as a great city leader that was a team player, and noted that he would be remembered also as the voice of Auburn.  

Earl Starring Jr., a Viet Nam Veteran, spoke to Council about Hurricane Katrina victims and his thoughts on FEMA.

Art Wenzel 23 Westlake Ave. recommended individuals that want to help raise funds for Katrina victims do so on an individual basis.

Presentation of Petitions and Communications – The Clerk read.

Ordinances – First Reading – Council agreed to waive the first reading of Ordinance #12 of 2005 authorizing the amendment to the Code of the City of Auburn by adding Chapter 126 entitled Visitability Ordinance.  This will be read in its’ entirety at next weeks meeting prior to the vote.
Resolutions
Financial Resolution #130 of 2005 authorizing transfer from Reserve Fund to purchase the fuel maintenance system.   VOTE: Mayor Lattimore, Councilor Jacobs, McNabb, Hunter, and Dempsey, aye.  PASSED.
Change Order Resolution #131 of 2005 authorizing the Mayor to enter into Change Order #1 with James Ross & Son Contractors, Inc. for the 2005 C.D.B.G. Sidewalk and Curb Replacement Program. A. Financial Resolution #130 of 2005 authorizing transfer from Reserve Fund to purchase the fuel maintenance system. VOTE: Mayor Lattimore, Councilor Jacobs, McNabb, Hunter, and Dempsey, aye.  PASSED
Award Resolution #132 of 2005 authorizing award of 2005-2006 Chemical Bids for the City of Auburn. VOTE: Mayor Lattimore, Councilor Jacobs, McNabb, Hunter, and Dempsey, aye.  PASSED
Sewer-Water Repair/Replacement Program Resolution #133 of 2005 authorizing the financing for the repair/replacement of a water and sewer lines on the Sewer-Water Repair/Replacement Program. VOTE: Mayor Lattimore, Councilor Jacobs, McNabb, Hunter, and Dempsey, aye.  PASSED
E. Change Order Resolution #134 of 2005 authorizing the Mayor to enter into Change Order #1 with Bob Bruno Excavating, Inc. for the 2004 C.D.B.G. Sidewalk and Curb Replacement Program. VOTE: Mayor Lattimore, Councilor Jacobs, McNabb, Hunter, and Dempsey, aye.  PASSED
F. Council Resolution #135 of 2005 authorizing the Mayor to apply for and accept a grant from the New York State Office of Children and Family Services. VOTE: Mayor Lattimore, Councilor Jacobs, McNabb, Hunter, and Dempsey, aye.  PASSED

Second Public to be Heard –
Art Wenzel, West Lake Ave. – spoke to ask that City Flags be flown at half-mast in honor or Mayor Lauckern.  The City Manager reported that Flags were being lowered.
Robert Smith 63 Columbus St., spoke to Council about the poor condition of sidewalks on Columbus St.  He said it is especially hard for disabled people.
Other Business – Councilor Jacobs commented on his annoyance with the criticism of FEMA that has been happening.  He spoke on behalf of FEMA and complimented their efforts.
