Regular Business Meeting

Roll Call – Mayor Lattimore, Councilors, Jacobs, McNabb, Dempsey, present; Councilor Hunter absent.

Staff Members Present – John Salomone, City Manager; Thomas Leone, Corporation Counsel; Debra McCormick, City Clerk; Police Chief Gary Giannotta Mike Quill, Fire Chief, Mike Long, CIP Manager, Bill Lupien, Superintendent of Engineering Services.

All stood for the Pledge of Allegiance to the Flag.  

Mayor Lattimore announced that his granddaughter Elizabeth Rose was born last week.

Public Announcements – The Clerk read.

City Manager’s Report – The City Manager reported the following:
§       The repaving of the Arterial is on schedule.
§       The lake level has risen thanks to the rain this week.  The level is up to 711.9, optimum levels are 712.5.
§       A reminder that beginning next week Council meetings will be in the afternoon.
§       He traveled to Albany on Wednesday to meet with the USDA to discuss the crow program.
§       New York Power Authority is helping with BIDS for the Fire and Police Building Geothermal project.  

Public to be Heard –
Mary Lou Picciano, Cayuga St. read a letter she wrote to the District Attorney regarding her son’s arrest.  

Bill Catto, County Legislator from Auburn spoke to Council regarding several items.  He complimented the Engineering Department for their work repairing streets.  He mentioned the contractor, Rizzo Construction as well.  He commented on the crow issue and stated that the County should offer help with resolving it.  He also asked if grass-mowing efforts could be improved in areas that have vacant property.

Carr Magel, 171 Dunning Ave. commented on issues he has had with the Code office, and comments made by Corporation Counsel and Councilor Hunter at last weeks meeting.

Joe Leo Grande, 161 Genesee St. spoke to Council regarding the summer Movie and Music events at Hoopes Park and Clifford Park.  He complimented and thanked the City of Auburn and staff, Jim Loprofido, Auburn Cinefile, M&T Bank and the Kiwanis of Owasco and Fleming.  He also asked if he could get free curbing installed at his home when E. Genesee St is reconstructed.

Mayor Lattimore complimented Mr. Leo Grande for his volunteerism spirit and work.

Report of City Officials
Councilor Dempsey reported on the meeting held at Cayuga Community College to discuss local economic development issues.  City and County agencies participated and are working to create “Team for Economic Growth”.  

Mr. Dempsey also reported on the meeting held to discuss Owasco Lake issues.  Mayor Lattimore commented.

Mayor Lattimore asked about the status of Owens – Illinois in regard to their water and sewer charges from the City.  The City Manager responded.

Resolutions

Council Resolution #125 of 2005 authorizing the Mayor to accept the award of a grant, “Prevention of Fire-Related Injuries” from the Centers for Disease Control and Prevention. Vote: Mayor Lattimore, Councilor Jacobs, McNabb, aye, Councilor Dempsey out of room at vote, Councilor Hunter, absent.  CARRIED.

Council Resolution #126 of 2005 in support of certain bills presently before the New York State Assembly and Senate relative to amending the New York State Sex Offender Registration Act, commonly known as Meghan’s Law. Vote: Mayor Lattimore, Councilor Jacobs, McNabb, Dempsey aye, Councilor Hunter, absent.  CARRIED

Sidewalk Resolution #127 of 2005 authorizing the financing of sidewalks on the 2005 Revolving Loan Sidewalk Program, to be charged back to the owner over a five (5) year period and to be charge to Account #HA 5947-440-001. Vote: Mayor Lattimore, Councilor Jacobs, McNabb, Dempsey aye, Councilor Hunter, absent.  CARRIED

Council Resolution #128 of 2005 authorizing the Council meeting of September 8, 2005 at 5:00 p.m. be held on September 8, 2005 at 4:00 p.m. Vote: Mayor Lattimore, Councilor Jacobs, McNabb, Dempsey aye, Councilor Hunter, absent.  CARRIED

Financial Resolution #129 of 2005 authorizing amendment to the 2005-2006 Operating Budget for a change in table of organization for the Police Department Vote: Mayor Lattimore, Councilor Jacobs, Dempsey aye, Councilor McNabb, no, Councilor Hunter, absent.  CARRIED

Other Business
Councilor Jacobs asked if the City could offer relief to people on Wall St. that have already paid for curbing because HUD money is paying for others.
Councilor Dempsey asked Bill Lupien about the reasons for the new curb cuts and bump out on Genesee St. near Hunters Diner.  Mr. Lupien explained that is was part of over all plan for downtown improvements.  
Councilor McNabb announced he has a grandchild on the way this weekend.
Corporation Council Tom Leone thanked City public works crews for work done at midnight removing a tree that fell near his father’s home.  He also announced there was no executive session issues.
Councilor Jacobs reported he took Mr. Smith to see the Mill St. area where the skate board park could go.
