Budget Meeting
Roll Call – Mayor Lattimore, Councilors Jacobs, Hunter, Dempsey, and McNabb, Present.
Staff Members Present – John Salomone, City Manager; Thomas Leone, Corporation Counsel; Debra McCormick, City Clerk; Gary Giannotta, Police Chief; Jerry DelFavero, Public Works Director, Fire Chief Mike Quill, Gerry DelFavero, Superintendent Public Works, William Lupien, Superintendent Engineering Services, Marie Nellenbeck, Treasurer, Steve Lynch, Director Planning and Economic Development.
All stood for the Pledge of Allegiance to the Flag.
Mayor Lattimore made a brief statement regarding the reasons for moving the Council Meeting to 9:00AM.
Presentations and Proclamations –
New York State Senator David J. Valesky spoke to Council. Senator Valesky spoke about various bills being considered relating to energy issues and his concerns. Mayor Lattimore commented. Councilor Hunter asked questions regarding pension issues. Mayor Lattimore thanked the Senator.
Mayor Lattimore introduced Cayuga County Legislative Chairman Herb Marshall. Mr. Marshall spoke briefly.

Work Session – Budget Review
Council joined the City Manager, and the Comptroller in discussion of the budget. They discussed various issues including the SRO program, and the Sewer Tax increase.
Public to be heard –
Art Wenzel, West Lake Ave. – spoke to Council regarding the budget and fundraising events that are scheduled.
George Pilipchack, Richardson Ave. spoke to Council regarding the Sewer Rate increase and road repairs needed on his street.
Other Business
Councilor Dempsey asked for clarification from the City Manager on the Power Innovations issue.
Councilor Hunter discussed the Power Agency and the difference between it and the Power Task Force.
Councilor Dempsey stated he would like to have economic summit meetings quarterly. He reported that he had started talking with Terri Bridenbecker Executive Director of the Chamber Commerce to outline his plans.
Lisa Greene, Comptroller, asked Council for direction regarding the Sales Tax Exemption weeks in September and February. The deadline to make a decision is June 1, 2005.
Mayor Lattimore commented on the Tax Free week issue. He asked Corporation Counsel questions about task forces that are created for the city. He also asked about payments due to the City from Rainbow Rubbish. Mayor Lattimore asked Lisa Greene, Comptroller for an accounting of expenses incurred to collect on delinquent accounts.
Councilor Dempsey commented on Tax Free week.
Council adjourned to executive session at 11:30AM and returned at 1:05PM.
