Budget Meeting


Roll Call – Mayor Lattimore, Councilors Jacobs, Hunter, Dempsey, and McNabb, Present.  

Staff Members Present – John Salomone, City Manager; Thomas Leone, Corporation Counsel; Debra McCormick, City Clerk; Gary Giannotta, Police Chief; Jerry DelFavero, Public Works Director, Fire Chief Mike Quill, Gerry DelFavero, Superintendent Public Works, William Lupien, Superintendent Engineering Services, Steve Lynch, Director Planning and Economic Development, Mike Long, CIP Manager.

Pledge of Allegiance

Public to be Heard on proposed 2005 –2006 budget.  – None.

Presentations and Communications – Clerk read.

The City Manager distributed a handout that demonstrated the effect of proposed sewer rate increases on minimum and typical users.  Council discussed.  

Ordinance #6 of 2005 authorizing an amendment to Chapter 242 Section 83 Article VII of the Code of the City of Auburn entitled “Sewer Service Charges” raising the sewer rate to $3.90 per hundred cubic feet of water used.  Vote: Mayor Lattimore aye, Councilors Jacob, McNabb, Hunter and Dempsey, no.  NOT CARRIED

Council continued to discuss options of the sewer rate increase.  Ordinance #7 of 2005 was presented.

Ordinance #7 of 2005 authorizing an amendment to Chapter 242 Section 83 Article VII of the Code of the City of Auburn entitled “Sewer Service Charges” raising the sewer rate to $3.65 per hundred cubic feet used effective July 1, 2005 and $3.95 per hundred cubic feet used effective January 1, 2006. Vote: Mayor Lattimore no, Councilors Jacob, McNabb, Hunter and Dempsey, aye.  CARRIED

Council took a brief recess at 7:45 PM returning to session at 7:55PM.

Council continued discussion of the 2005-06 budget. A tax increase of 5.2% was discussed as unacceptable.  The Manager and Council discussed salaries, revenue and expenses, the landfill, and delinquent property taxes.  Council asked that adjustments be made to lower the tax increase.   The City Manager agreed to bring cuts back at he next meeting scheduled for the following morning at 9:00AM.  
Ordinance #8 of 2005 was presented and Council agreed to waive the first reading.  

Ordinance #8 of 2005 authorizing amendment to the Code of the City of Auburn Chapter 297, Section 24, billing periods; penalty for nonpayment.  Vote: Mayor Lattimore, Councilors Jacob, McNabb, Hunter and Dempsey, aye.  CARRIED.

Other Business

Mayor Lattimore commented on Council meeting times and accounting issues regarding Adelphia.
