Work Session Meeting
Roll Call – Mayor Lattimore, Councilors McNabb, Jacobs, Dempsey and Hunter; present.
Staff Members Present – John Salomone, City Manager; Nancy Hussey, Assistant Corporation Counsel; Debra McCormick, City Clerk; Frank DeOrio, Director of Municipal Utilities; Mike Long, CIP Manager; Police Chief Gary Giannotta.
All stood for the Pledge of Allegiance to the Flag.
Presentations and Proclamations – Mayor Lattimore introduced his nephew Sean Lattimore, and his guest Bob Foresman a classmate from his Auburn High School Class of 86. Mr. Foresman was visiting Auburn on vacation from Moscow, where he now lives and works as an investment banker. Also introduced was another friend of Mr. Lattimore, Jim Zidemar, native of Ithaca, who now works for Intel and lives in Moscow. Both gentlemen were invited by Mayor Lattimore to speak to Council about energy issues as they relate to finance and business development. They were also invited to join the Mayor’s Ambassador Club to bring business to Auburn.
Public Announcements – Debra McCormick, City Clerk announced that various information such as concert schedules, Casey Park pool hours, Doubleday’s schedule, is available on the City of Auburn Web site.
Mayor Lattimore announced that the NYS Institute of Dance and Education would be holding an event from July 11 through the 22nd.
Presentations of Petitions and Communications – None.
Ordinances and Local Laws – FIRST READING
The City Clerk read the following for the record:
Ordinance # 8 of 2005 authorizing amendment to the City Code of the City of Auburn Chapter 242 entitled “Sanitary Sewer Ordinance of the City of Auburn, New York.”
Ordinance #9 of 2005 authorizing amendment to the City Code of the City of Auburn Chapter 147 entitled ‘City of Auburn Drain Layers Licensing Ordinance.”
Work Session.
Mike Long, Capital Improvement Manager introduced Dave Laney from the New York Power Authority. Mr. Laney updated Council on various projects the City and NYPA are working together on. Council discussed the upcoming installation of Geothermal HVAC at the Fire/Police Station.
Mayor Lattimore asked to interrupt the presentation to welcome John Christopher, who is the new Cayuga County Director of Economic Development. Mr. Christopher spoke briefly to introduce himself.
Council returned to the discussion with Mr. Laney of the various projects with NYPA. Mr. Laney distributed a handout with projects listed and a time line. Mayor Lattimore thanked Mr. Laney and Mr. Long.
Public To Be Heard –
Robert Smith, Auburn, spoke to Council regarding the City’s Skateboard Ordinance. He stated he thought it was unfair to the youth of Auburn.
Other Business –
Councilor Jacobs questioned the expense for Police Officers working at Casey Park as Security.
Councilor Hunter questioned tree removal expense on the claims list.
Mayor Lattimore asked for an update from the Cable Advisory commission. The City Manager agreed to include it in an upcoming meeting.
Councilor McNabb commented on Adelphia. He also asked that City staff take a look at tree stumps around the parking garage and Boyle Center.
The City Manager commented on a recent editorial in the Citizen. He discussed City Hall summer hours and pointed out that many government offices have these hours including the County Offices. He commented on public access to City Council; it is open and trouble-free. He pointed out the public needs only to show up at a meeting to be heard; there is no need to get prior approval. He also commented on the cable channel 4 access twice weekly to Council proceedings. He reminded everyone of the Open House at Genesee Mall to review plans for the Kayak Park.
Council adjourned to executive session at 10:40 AM returning at 11:50 AM.
