Roll Call – Mayor Lattimore, Councilors Jacobs, McNabb, Hunter and Dempsey; Present.

Staff Members Present – John Salomone, City Manager; Thomas Leone, Corporation Counsel; Debra McCormick, City Clerk; Lisa Green, Comptroller; Steve Lynch, Director of Development; Mike Long, CIP Manager, several members of the Auburn Police Department.

All stood for the Pledge of Allegiance to the Flag.

Mayor Lattimore asked everyone to remain standing for a moment of silence for victims of the tsunami.

Mayor Lattimore introduced Senator Michael Nozzolio.  Senator Nozzolio spoke to share his support of the efforts of the Auburn Police Department.  He presented Chief Giannotta with a $50,000 grant to assist with the purchase of upgraded equipment for Auburn Police.  Chief Giannotta spoke, presented various items that will be upgraded, such as helmets and vests, and thanked the Senator.  

Presentations and Proclamations - Mayor Lattimore introduced Linda Henry, Adelphia General Manager.  Ms Henry spoke and distributed folders from Adelphia.  Council and Ms. Henry discussed Adelphia’s relationship with the City and the possible renewal of a franchise agreement.  Ms. Henry agreed to return in a few weeks to continue discussion and to answer questions from the public.

City Manager’s Report – Mr. Salomone reported on the following:
·       The USDA will begin the process of dispersing crows on Monday January 10.  It is estimated that about 64,000 crows roost in Auburn.  The process begins Monday morning and is repeated at dusk and dawn for 7 days.
·       The February NYCOM meeting is set for February 27 through March 1.  If any Councilors are interested in attending they were asked to contact the City Manager.

Public to be Heard

John Hogan, 16 Dexter Ave. – spoke to comment on the Adelphia presentation.  

Committee Reports – Councilor Dempsey reported that the AIDA Board met.  The voted to keep the same officers and welcomed new board member Charles Mace.

Resolutions –

Financial Resolution #1 of 2005 authorizing the adoption of the 2005 County Tax Rate in the City of Auburn.  Discussion.  Vote: Mayor Lattimore, Councilor Dempsey, Hunter, McNabb, Jacobs, aye.  CARRIED.

Agreement Resolution #2 of 2005 authorizing the Mayor to execute an agreement with Industrial Medical Associations, PC, to provide testing services in compliance with the rules and regulations promulgated pursuant to the Omnibus Transportation Employee Testing Act of 1991.  Mayor Lattimore and Council discussed issues relating which employees are tested for drug or alcohol abuse. They also discussed Council-voting order.  Vote: Mayor Lattimore- no, Councilor Dempsey, Hunter, McNabb – aye, Councilor Jacobs, no.  CARRIED.

Second Public to be Heard

Jackie Frost, 321 Clark St. – spoke to comment on the Adelphia presentation.

Other Business

Councilor McNabb reported that Mary Charles, a citizen that often attended City Council meetings, passed away earlier in the week.

Councilor Jacobs praised the City and staff for work done to put on the First Night event on New Years Eve.  He attended and thanked Ellie Beck, a volunteer and Mike Talbot, from the Recreation Department for their efforts.

Councilor Dempsey asked that a resolution be brought forth next week to change the order of how Council votes.

Mayor Lattimore commented on and questioned Lisa Green’s appointment to City Comptroller upon the retirement of Bea O’Hora.  The City Manager responded and referred to the budget process in the spring, when this was discussed.

Council adjourned to executive session at 7:25PM, returning at 8:35PM.
