Work Session Meeting
Roll Call – Mayor Lattimore, Councilors Jacobs and McNabb, Hunter and Dempsey; present.
Staff Members Present – John Salomone, City Manager; Thomas Leone, Corporation Counsel; Debra McCormick, City Clerk; Lisa Green, Comptroller; Gary Giannotta, Police Chief; Marie Nellenbeck, Treasurer; Steve Lynch, Director of Planning; Jerry DelFavero, Superintendent of Public Works.
All stood for the Pledge of Allegiance to the Flag. Shawn McIntosh and Makayla Denman led the pledge.
Presentations and Proclamations. Mayor Lattimore asked the Clerk to read a memoriam in remembrance of Reverend John Humphrey. Reverend Humphrey’s family was invited to Council to be presented with the framed memoriam. Reverend Humphrey’s wife and his mother came forward to accept and spoke to thank the community for all of the support they have received.

Work Session
· Discussion to amend Chapter 285 – Vehicles and Traffic.
Chief Giannotta presented a brief video and handouts with information on a boot system and towing as options for motivating people to pay outstanding parking tickets. He discussed options for collecting unpaid parking fines using one or both of these tools.
Council discussed this, along with considering the idea of instituting alternate side parking year round. Council agreed to have staff draft a stricter ordinance that would include the boot and towing options.
Public To Be Heard –
Cynthia Bishop, Bellevue Place – spoke to Council regarding the damage done to her home when a house was demolished next to it. She has filed a claim and wanted to know why nothing has happened. Corporation Counsel explained that it is considered pending litigation and Council is not able to discuss it. Mr. Leone stated he had talked with Ms. Bishop’s attorney and even though it has been slow, the issue was moving along. Mr. Leone agreed to contact the insurance company to check the status.
Other Business –
Council agreed to add Item 9A to the agenda.
Council Resolution #9 of 2004 urging Congress not to support legislation calling of the elimination of the CDBG program which would impact the City of Auburn and other Central New York communities. VOTE: Mayor Lattimore, Councilors Jacobs, McNabb, Hunter and Dempsey, aye. CARRIED.
Prior to the vote on Resolution # 9, Steve Lynch, Planning Director spoke to explain the negative impact losing CDBG funds would have on Auburn.
Mayor Lattimore reported that Congress viewed a documentary on the Running Dry Project regarding worsening global water crisis today.
Councilor Hunter commented on an article in the Citizen regarding the landfill. Council discussed the various issues the article raised and requested a work session be held as soon as possible to discuss options.
