Business Meeting

Roll Call – Mayor Lattimore, Councilors Jacobs, McNabb, Hunter and Dempsey; present.

Staff Members Present –Thomas Leone, Corporation Counsel and Acting City Manager; Debra McCormick, City Clerk; Nancy Hussey, Assistant Corporation Counsel; Lisa Green, Comptroller; Tom Murphy, Deputy Police Chief; Trish Geer, Secretary to Corporation Counsel.

All stood for the Pledge of Allegiance to the Flag.  

Moment of Silent Prayer or Reflection – The Mayor asks for moment of silence.

City Manager’s Report –
Mr. Leone reported that the City of Auburn and the United States Department of Agriculture, Animal and Plant Health Inspection Service, Wildlife Services will be cooperatively conducting a non-lethal pilot project to investigate techniques to change roosting patterns of American crows roosting in the City.  The program will begin on Tuesday evening January 3rd.

Mr. Leone thanked Councilor Hunter and Jacobs for their work with the City and wished them good luck in the future.

Mayor Lattimore thanked Lisa Green, Comptroller and Tom Leone, Corporation Counsel for attending the County Legislators meeting and negotiating an increase for the City’s refund for health benefits.  

Mayor Lattimore asked Attorney Lee Michaels of Auburn, who was in the audience, if he wished to speak. Mr. Michaels spoke in recognition of Councilor Bob Hunter’s service as a City Councilor.  He thanked Mr. Hunter and wished him well.

Public to be heard –
Mary Lou Picciano, Cayuga St. –spoke about comments she says the Mayor made.  Mayor Lattimore responded. Ms. Picciano commented.  Mr. Leone explained the proper decorum for citizens wishing to be heard during this portion of the meeting.


Valentine Falfoldi, 9 Baker Ave. spoke to comment on Ms. Picciano’s right to speak.

Councilor Hunter briefly discussed the rules and procedures of the public to be heard portion of the meeting.

Presentations of Petitions and Communications – The Clerk read.                 

Resolutions        
Council Resolution #191 of 2005 approving the annexation to the City of Auburn of a portion of lands located in the Town of Sennett and owned by Lawrence Jones and Judith Wright.  Vote: Mayor Lattimore, Councilor Jacobs, McNabb, Hunter, Dempsey, aye. CARRIED

Land Transfer Resolution #192 of 2005 directing the Mayor to execute any and all documents necessary for the transfer of a portion of Green Street to St. Mary’s Church, 15 Clark Street, Auburn, New York.  Vote: Mayor Lattimore, Councilor Jacobs, McNabb, Hunter, Dempsey, aye. CARRIED

Council Resolution #193 of 2005 amending Council Resolution #186 of 2005 authorizing the transfer of a vacant parcel of land located at 37 Clark Street, Auburn, New York to St. Mary’s Church, 15 Clark Street, Auburn, New York. Vote: Mayor Lattimore, Councilor Jacobs, McNabb, Hunter, Dempsey, aye. CARRIED

Agreement Resolution #194 of 2005 directing the Mayor to enter into a renewal agreement with the Auburn Enlarged City School District for the sale of unleaded and diesel fuel for its administrative and maintenance vehicles. Vote: Mayor Lattimore, Councilor Jacobs, McNabb, Hunter, Dempsey, aye. CARRIED

Financial Resolution #195 of 2005 authorizing the City of Auburn to direct $25,000 to Auburn Memorial Hospital to offset the costs of a financial and operational study, with the accompanying budget transfer from Contingency Account # A1990.455 to the Mayor and Council Special Projects Account # A1210.459. Vote: Mayor Lattimore, Councilor Jacobs, McNabb, Hunter, Dempsey, aye. CARRIED

Second Public To Be Heard – None

Other Business – Councilor Dempsey reported that Senator Schumer visited Auburn on Tuesday to talk about NYS Agricultural issues.

Councilor Hunter discussed and clarified the issues of being out of order and the process of who calls a person out of order.

Chief Quill spoke to Council to explain why the Clark St. fire truck was going in for repairs and that the manufacturer was paying the cost.
Councilor Dempsey thanked Councilors Jacobs and Hunter for their service and wished them well.

Councilor McNabb did the same.

Councilor Jacobs spoke and thanked various people for their support and advice during his term.

Terry Hopkins, Councilor Hunters daughter, spoke about her Father’s service to the community.

Councilor Hunter spoke about his term and thanked staff.  He also briefly discussed pension expenses that were listed on the claims list.
