Business Meeting

Roll Call – Mayor Lattimore, Councilors Jacobs and McNabb, Hunter and Dempsey; present.

Staff Members Present – John Salomone, City Manager; Thomas Leone, Corporation Counsel,  Debra McCormick, City Clerk; Nancy Hussey, Assistant Corporation Counsel; Lisa Green, Comptroller; Police Chief Gary Giannotta, Mike Long, CIP Manager.

All stood for the Pledge of Allegiance to the Flag.  

Presentations and Proclamations – None

Public Announcements – None

City Manager’s Report – Mr. Salomone reported on the following:
§       The United States Department of Housing and Urban Development awarded grant funds to the Auburn Housing Authority and Cayuga Seneca Action Agency.  He credited Jennie Haines, Senior Planner for her efforts in applying for the grants.

Mayor Lattimore reported that he went to Albany this week with Councilor-elect William Graney and CIP Manager Mike Long.

The City Manager thanked staff and Council for the well wishes he received while he was out after surgery.

Mike Long reported briefly on his trip with the Mayor to Albany.

Councilor Hunter commented on New York Power Authority audits.

Councilor Dempsey asked if the planning retreat was rescheduled.  Lisa Green, Comptroller reported that it is scheduled for January 21st.

Public to be Heard –
John Montone, Cady St. Auburn, former member of the Auburn Public Power Taskforce and current Vice Chair of the Cayuga County Public Power Authority, spoke to respond to comments made by Councilor Hunter at previous meetings.

Councilor Hunter and Mayor Lattimore respond.

Mary Lou Picciano, 32 Cayuga St. spoke to Council about police issues.

Reports of City Officials –  None

Presentations of Petitions and Communications – The Clerk read.                         
Corporation Counsel Tom Leone asked for Council consent to pull item 12 E from the agenda.  All agreed.

Resolutions             

Land Transfer Resolution #186 of 2005 directing the Mayor to execute any and all documents necessary for the transfer of a vacant parcel of land located at 37 Clark Street to St. Mary’s Church, 15 Clark Street, Auburn, New York.  Prior to voting Council discussed several concerns.  Vote: Mayor Lattimore, Councilor Jacobs, McNabb, Hunter, Dempsey, aye. CARRIED

Land Transfer Resolution #187 of 2005 directing the Mayor to execute any and all documents necessary for the transfer of a portion of Green Street to St. Mary’s Church, 15 Clark Street, Auburn, New York.  Prior to voting Council discussed concerns about the historic value of the building on this lot.  Vote: Mayor Lattimore, no; Councilor Jacobs, McNabb, aye; Councilor Hunter, no; Councilor Dempsey, aye. NOT CARRIED *(Need 4 of 5 votes in favor for land transfers to pass)

Council discussed having Corporation Counsel present two new resolutions to council language that would address the concerns discussed.  Mr. Leone agreed to do so.

Appointment Resolution #188 of 2005 authorizing appointment of William J. Graney to the City of Auburn Municipal Power Agency.  PULLED

Agreement Resolution #189 of 2005 authorizing the Mayor to execute Addendum #5 to Contract #010042 with Auburn Correctional Facility for landfill services for the period January 1, 2006 through December 31, 2006.  Vote: Mayor Lattimore, Councilor Jacobs, McNabb, Hunter, Dempsey, aye. CARRIED

Addendum to the agenda Agreement Resolution # 190 of 2005 in support of requesting funding from Senator Nozzolio for the Wall Street improvement project. Vote: Mayor Lattimore, Councilor Jacobs, McNabb, Hunter, Dempsey, aye. CARRIED

Other Business – Council recessed at 6:20PM to reconvene at the Sennett Town Hall for a Public Annexation Hearing relative to Jones/Wright Subdivision.
