Regular Business Meeting
Roll Call – Mayor Lattimore, Councilors, Jacobs, McNabb, Dempsey and Hunter; present.
Staff Members Present – John Salomone, City Manager; Thomas Leone, Corporation Counsel; Debra McCormick, City Clerk; Police Chief Gary Giannotta
All stood for the Pledge of Allegiance to the Flag.
Presentations and Proclamations – Mayor Lattimore introduced Chief Paul Spicer who represents the Seneca Cayuga Tribe. Chief Spicer spoke about working with Cayuga County on economic development. Mayor Lattimore thanked the Chief.
Public Announcements – The Clerk read.
Mayor Lattimore thanked City Staff for their work during the recent water crisis and apologized to citizens and business owners for the inconveniences it caused. He asked Frank DeOrio, Superintendent of Municipal Utilities to comment on the crisis and explain how it happened.
Mr. DeOrio explained to Council what happened to cause the water crisis and what was being done to resolve it. Mayor Lattimore thanked staff again.
City Manager John Salomone commented and thanked staff.
City Manager’s Report – None
Public to be Heard –
Carr Magel 171 Dunning Ave. a landlord, spoke to Council regarding his continuing problems with the Code Department.
Mayor Lattimore suggested Council hold a work session to discuss housing issues including code enforcement.
Jerry Morgan, 22 Pulaski St., spoke to Council regarding Certificate of Occupancy issues. He asked Council to change the laws.
Mark Anderson, Benson Rd., a landlord in Auburn, spoke to Council about his issues with keeping property up in Auburn. He claimed that Councilor Hunter had trespassed on his property and took pictures. He was concerned about being labeled a slumlord.
Marylou Picciano, Cayuga St., spoke to Council about her son’s arrests. She distributed copies of a police report and a school report.
William Walsh, Schwartz Towers, talked about his CB radio group.
Bill Atkinson, Oakcreek Apts. spoke about the Schine Theater and his Christmas party.

Resolutions
Resolution # 119 of 2005 approving salary increases for the Civil Service employees, Legal Counsel and Executive Director of the Auburn Housing Authority. The Mayor introduced Lydia Husak, Executive Director of the AHA. Ms. Husak spoke briefly. VOTE: Mayor Lattimore, Councilor Jacobs, McNabb, Hunter and Dempsey, aye. PASSED.
Land Sale Resolution # 120 of 2005 authorizing the Mayor to execute any and all documents for the sale of 12 Cayuga St. Auburn NY. VOTE: Mayor Lattimore, Councilor Jacobs, McNabb, Hunter and Dempsey, aye. PASSED.
Sidewalk Resolution # 121 of 2005 authorizing the financing of sidewalks on the 2005 Revolving Loan Sidewalk Program. VOTE: Mayor Lattimore, Councilor Jacobs, McNabb, Hunter and Dempsey, aye. PASSED.
Council Resolution #122 of 2005 authorizing amendments to the City Council Rules and Procedures at Articles VIII and I. VOTE: Mayor Lattimore, Councilor Jacobs, McNabb, Hunter and Dempsey, aye. PASSED.
Council Resolution #123 of 2005 establishing a standard workday for all appointed and elected officials as required by the NYS Retirement System. VOTE: Mayor Lattimore, Councilor Jacobs, McNabb, Hunter and Dempsey, aye. PASSED.

Other Business
Mayor Lattimore asked that repairs be done on an area of the Lake Ave. Bridge.
Mayor Lattimore asked the City Manager to look into advertising in the Cornell Alumni magazine.
Councilor Hunter questioned the order of business of today’s meeting in regard to the agenda.
