Work Session Meeting

Roll Call – Mayor Lattimore, Councilors McNabb, and Hunter; present. Councilor Dempsey and Jacobs absent.

Staff Members Present – John Salomone, City Manager; Thomas Leone, Corporation Counsel; Debra McCormick, City Clerk; Lisa Green, Comptroller; Mike Quill, Fire Chief, William Lupien, Superintendent of Engineering Services, Frank DeOrio, Director of Municipal Utilities, Mike Long, Project Manager.

All stood for the Pledge of Allegiance to the Flag.  

Presentations and Proclamations – The City Manager introduced Andrew Kott, an Auburn High School student working on becoming an Eagle Scout.  Mr. Kott explained that he needed to do a community service project to achieve Eagle Scout status. He presented a proposal to Council asking to be allowed to redesign parts the Veteran’s Memorial Park.  Council thanked him and offered any assistance the City could provide.  

Mayor Lattimore introduced Elizabeth M. Rosenkrans, Director of Finance for Specialized Packaging Group Inc.  She spoke to Council regarding her efforts to lobby our state legislators to support two bills that would help unleash power available from the Niagara Region.  She commented on the cost of energy and its’ impact on Central New York Business growth and survival.   Mayor Lattimore commented and thanked Ms. Rosenkrans for coming to Council.

Presentations of Petitions and Communications – None.

Ordinances and Local Laws –  None

The City Clerk asked that Council consider moving Resolution #50 forward in the agenda in consideration of Ms. Toni Daly from Cayuga Seneca Action Agency.  Council agreed.

Council Resolution # 50 of 2005 in support of the Community Services Block Grant and the Cayuga Seneca Action Agency, Inc.  Vote:  Mayor Lattimore, Councilors McNabb, and Hunter aye.  Councilors Jacobs and Dempsey, absent. CARRIED.

Council Resolution #51 of 2005 authorizing additional City Council meetings on April 26, and May 10, 2005 to be held at 4:00PM.  Vote:  Mayor Lattimore, Councilors McNabb, and Hunter aye.  Councilors Jacobs and Dempsey, absent. CARRIED

Mayor Lattimore asks Corporation Counsel Thomas Leone to address the Mayor’s alleged conflict of interest issue that he was requested to look into for this weeks meeting.  Mr. Leone read his written opinion for the record and distributed copies of it to City Council and to members of the press.


Work Session
The City Manager, John Salomone, and Comptroller Lisa Greene, reviewed the Revenue, Undistributed and Debt areas of the 2005-06 budget.  Council discussed.

The City Manager, Comptroller and Superintendent of Engineering Services reviewed the Engineering Services budget.  Council discussed.

Public To Be Heard –   None.

Other Business –
Mayor Lattimore asked the City Manager for information regarding communication between Council and staff.  The Manager and Mayor discussed the process of obtaining documents and information from city departments.

Mayor Lattimore inquired about the City’s process for hiring summer interns.  The City Manager recommended that resumes be sent to his office.
