Roll Call – Mayor Lattimore, Councilor Jacobs, McNabb, Hunter, Dempsey - Present.

City Staff Present –John Salomone, City Manager; Thomas Leone, Corporation Counsel; Nancy Hussey, Assistant Corporation Counsel; Michele McNabb, Deputy City Clerk; Lisa Green, Comptroller; Gary Giannotta, Police Chief; Michael Quill, Fire Chief; Steve Lynch, Director of Development; William Lupien, Superintendent of Engineering Services.

Pledge of Allegiance to the Flag

Presentations and Proclamations – Dr. Dale Ottosen of Feral Cat Friends spoke to Council regarding the Trap, Neuter and Release Program.  He asked that the city consider providing some funding to the organization.  He also invited everyone to attend the clinic at Cayuga Veterinary Service on Clark St. Rd. that will be held this Sunday at 9AM.  Alicia McKeen, trustee, spoke regarding the costs associated with the program.  Betty Brechue explained what feral colonies are and how the program has helped control the colony.  Nora Downey-Easter spoke regarding the problem she has had with owning a farm and having stray cats left on her farm.  The program has helped control the population.

Councilor Hunter commented on a possible conflict of interest involving Mayor Lattimore in regards to the Auburn Cayuga Development Corporation.  Council asked the Manager to correspond with ACDC and invite them to the Council meeting on May 5th so this matter could be further discussed.

Ordinances and Local Laws – The City Clerk read first readings of the following Ordinance:

·       Ordinance #5 of 2005 authorizing amending Chapter 18 of the City Code of the City of Auburn §182-29 entitled “Housing Standards-Plumbing”.

Work Session
Discussion of acquisition of new fire apparatus – Chief Quill gave a power point presentation regarding the purchase of a new fire truck.  Council discussed.

Fire Alarm Systems – Chief Quill gave a power point presentation regarding the current fire alarm system.  Bill Lupien, Superintendent of Engineering Services, commented on the cost associated with the system.  Council discussed.

Radio Upgrade – Chief Giannotta made a presentation regarding an upgrade in the radio system.  Council discussed

Mobile Data – Chief Giannotta made a presentation regarding mobile data.  Chief Quill commented on how a new system would also benefit the fire department.  Council discussed.


Public to be Heard –

Laura Fayola, 34 Morris Street - spoke to Council in opposition to the proposed changes to trash pick up.

Joe Leogrande, Genesee Street - spoke to Council in opposition to the proposed changes to trash pick up.
Ann Havlin, Holly Street - spoke to Council in opposition to the proposed changes to trash pick up.

Sam Trinca - spoke to Council in opposition to the proposed changes to trash pick up.

Other Business –
Councilor Dempsey spoke about the AIDA meeting that was held last week.  He will provide more information regarding AIDA at the May 5th meeting.

Mayor Lattimore asked what the policy is in regards to loaning of city vehicles.  The City Manager responded.

Mayor Lattimore questioned why public was not allowed to speak at the Power Authority Meeting.  Nancy Hussey responded by saying that everyone wishing to speak at the meeting was allowed to.
