Roll Call - Councilor Jacobs, McNabb, Hunter, Dempsey and Mayor Carnicelli – present.

City Staff Present – John Salomone, City Manager; Corporation Counsel Thomas Leone, City Clerk Debra McCormick, Steve Lynch, Director of Planning; Jim Galvin, Program Manager.

Work Session
Dunn & McCarthy Site Options –
City Manager John Salomone introduced Steve Lynch, Planning Director and Jim Galvin Project Manager. Mr. Lynch distributed a handout and reviewed the Dunn & McCarthy options using a power point presentation.

The Mayor and City Council discussed.

Mayor Carnicelli invited Valentine Felfoldi representing Global Sports to speak.  Mr. Felfoldi commented on the potential of the property for a soccer field.  

Other Business –
Mr. Salomone offered an update on the storm predicted to hit central New York.  1-3 inches of rain is expected and 35-40 mph winds.  He reported that a gap in protection from power outages for the city was a lack of a generator.  Estimates are being gathered to place one at the city garage.

Mayor Carnicelli commended the Fulton/Seymour St. Neighborhood Watch group for work done and leadership demonstrated.  Their next meeting is November 12 at 7:00P.M.

Councilor Hunter questioned an item he noticed on the Zoning Board agenda regarding housing unit conversions.  Mr. Leone was asked to send a memo to Council regarding this issue.

Councilor Jacobs asked the City Manager to include City Hall in the estimate for a generator.

Public to be Heard –
Tim Lattimore, 7 Norman Ave. - asked for information regarding the water bills and the sewer fund.

Chuck Mason, 204 Genesee St. spoke to Council to commend City and County staff that participated in the recent Bass Pro Shop planning meeting.  He also questioned the $2.9 million reserve in the sewer fund and recommended that the city consider reducing sewer rates.

Councilor Dempsey asked for an update on the Hydro Fund Work Session plan.

Councilor McNabb commented on the sewer rates, and homeowners vs. renters.
