The Mayor held moment of silence for all the victims of 09/11/01.
Chief Quill spoke about the anniversary of the 09/11/01 terrorist attacks.
Pledge of Allegiance to the Flag – Kayleigh Thurston 6th grade student at West Middle School led the pledge.
Kayleigh gave brief presentation about her experience this past summer at space camp at U.S. Space And Rocket Center in Huntsville, Alabama.

The Mayor read a memoriam to Joann Reddick, Joann was co-founder of SAVAR.
The Mayor read a letter of commendation to the Auburn Doubledays upon completion of an outstanding baseball season.
The Mayor read a letter commendation for Vito Chiaravalloti of Auburn Doubledays, winning the triple crown of New York – Penn Single A League Baseball League.
Employee Recognition
Presentation of Length of Service Awards for 25,30 and 35 Years.

City Managers Report
The City Manager reported the following:
Spoke about the up coming public meeting, about the East Genesee St. project on October 1,2003 at 7:00 PM in the Hoopes Park Club House. Input from public very important, staff will be present. Another public meeting to follow.

Spoke to council about the rising cost of retired firefighters health insurance.

Resolutions
~Sidewalk Resolution #172 of 2003 authorizing the installation of sidewalks on the 2002 Revolving Loan Sidewalk Program – Contract #2, to be charged back to the owner over a five (5) year period and to be charged to Account #HA 5497-440-001.
Vote: Councilor Jacobs, McNabb, Hunter, Dempsey, Mayor Carnicelli, vote aye. PASSED.
~Financial Resolution #173 of 2003 authorizing the Comptroller to transfer $90,000 from Water Capitol Reserve Account #F 740 to Account #HF 8330-102-CN to cover the cost for additional Engineering Services for Phase II Water Plant Improvements.
Vote: Councilor Jacobs, McNabb, Hunter, Dempsey, Mayor Carnicelli vote aye. PASSED.
Change Order Resolution #174 of 2003 authorizing the Mayor to execute a Change Order with R&D Engineering, to accommodate additional Engineering Services for Phase II Water Plant Improvements. Vote: Councilor Jacobs, McNabb, Hunter, Dempsey, Mayor Carnicelli, vote aye. PASSED.
Council Resolution #175 of 2003 authorizing the Mayor to apply for a grant from the New York State Office of Children and Family Services in the amount of $13,640.00 to be utilized for various programs within the Department of Parks and Recreation for the City of Auburn. Vote: Councilor Jacobs, McNabb, Hunter, Dempsey, Mayor Carnicelli, vote aye. PASSED.~~~~~
Land Sale Resolution #176 of 2003 authorizing the Mayor to execute any and all documents necessary for sale of various real properties sold a public auction on August 27,2003. Vote: Councilor Jacobs, McNabb, Hunter, Dempsey, Mayor Carnicelli, vote aye. PASSED.
