Roll Call - Councilor Jacobs, McNabb, Hunter, Dempsey, present and Mayor Carnicelli – absent.

City Staff Present – John Salomone, City Manager; Corporation Counsel Thomas Leone, City Clerk Debra McCormick, Bea O’Hora, Comptroller.

Presentations and Proclamations – None

Public Announcements – Clerk read.

Acting Mayor Tom McNabb opened the Public Hearing with respect to the purpose of making specific determinations and findings regarding the public use of the Connector Road Project.

Tom introduces the City Manager who recaps the process regarding the purpose of the Public Hearing.  He introduces Ms. Nancy Hussey, Assistant Corporation Counsel.  Ms. Hussey reviews the process and what has been done to date.

Councilor Hunter comments on the access to the road.

Mrs. Richard O Hare, 248 North St and Mr. Louis O Hare her son spoke to council of their concern about the location of the road in relation to Mrs. O Hare’s home.  

Chris Roe 117 Austin Dr. spoke to council to ask about what will be done with property he owns north of the cul-de-sac.  

Chuck Mason, 204 Genesee St. discussed the parcel of landed owned by the school district located adjacent to the connector road.

Tim Lattimore, 7 Norman Ave. spoke about the issue of the quarry near the connector road and the potential constraint for development.  

Greg Myers, Austin Dr., spoke regarding the purpose of the connector road and safety issues.

Eva Dehn, Murray St. spoke about the traffic on Murray St. to the Shopping Center.

Tony Amodei, Auburn, questioned the negotiations his family has had with the city regarding his property.

Acting Mayor McNabb asked if there was anyone else that wished to be heard.  None came forward.  He announced the closing of the Public Hearing.

Presentations of Petitions and Communications – Clerk Read

Ordinances and Local Laws
The City Clerk read a first reading of Ordinance #10 of 2003 authorizing amendment to the Municipal Code of the City of Auburn, Chapter 135, entitled “Cemeteries”.  

Work Session -

Financial Update - City Manager John Salomone reviewed the City’s Financial Update for the period ending 9/30/03.

Other Business –
Council Resolution # 195 of 2003 authorizing a Public Hearing be held before the City Council of the City of Auburn New York on the 23rd day of October 2003 at 6PM for public comment on the proposed use of the 2003 Local Law Endorsement Block Grant from the United States Department of Justice.  Vote: Councilors Jacobs, McNabb, Hunter, Dempsey vote yes, Mayor Carnicelli absent.  PASSED.

Public to be Heard –
Greg Brazee, Foxcroft Circle spoke about an accident with a child on a bike he almost had.  The child was not wearing a helmet.  He suggested bike safety be taught at schools.
