Roll Call – Councilor Jacobs, McNabb, Hunter, Dempsey, Mayor Carnicelli - Present.  

City Staff Present – John Salomone, City Manager absent; Tom Leone, Corporation Counsel sat in as Acting City Manager; Debra McCormick, City Clerk; Nancy Hussey, Assistant Corporation Counsel.

Pledge of Allegiance to the Flag –
Roxie Barnes and Kyle Bassett 5th Grade Students at Seward Elementary School lead the pledge.

City Managers Report - None

Public to be Heard-
Greg Rigby, 124 Owasco ST. asked Council to consider taking a stand on the Smoking Ban.

Chuck Mason, 204 Genesee St. spoke to Council about opportunities the Bass Pro Shop presented.  He also recommended the city consider petitioning the DOT to designate a portion of Route 20 a touring route.

Julie Howard, West Genesee St. business owner spoke to council about the trouble she is having maintaining business during road construction.

Mr. Valentine, 9 Baker Ave spoke to council to complain about the low volume on the video taped council meetings.

Resolutions –
Appointment Resolution #190 of 2003 authorizing appointment to the Empire Zone Board.  VOTE: Councilor Jacobs, McNabb, Hunter, Dempsey, Mayor Carnicelli, aye. PASSED.

Council Resolution #191 of 2003 authorizing the Mayor to enter into a contract with New York State Department of Economic Development to provide services to support the Empire Zone Program. VOTE: Councilor Jacobs, McNabb, Hunter, Dempsey, Mayor Carnicelli, aye. PASSED

Council Resolution #192 of 2003 authorizing the Mayor to enter into a architect engineering contact with Beardsley Design Associates for demolition specifications for 3 and 7 Owasco Street. VOTE: Councilor Jacobs, McNabb, Hunter, Dempsey, Mayor Carnicelli, aye. PASSED

Sidewalk Resolution #193 of 2003 authorizing the installation of sidewalks on the 2002 Revolving Loan Sidewalk Program –Contact #2, to be charged back to the owner over a five (5) year period and to be charged to Account #HA 5497-440-001. VOTE: Councilor Jacobs, McNabb, Dempsey, Mayor Carnicelli, aye. Councilor Hunter no. PASSED

Councilor Jacobs asked about a water issue in the Carr Building, road work on Cross St. and Adelphia negotiations.
