Presentations and Proclamations –
Mayor Carnicelli read a proclamation into the record honoring Harriet Tubman and proclaiming May 23rd and 24th as the 29th Annual Harriet Tubman Pilgrimage Weekend in the City of Auburn, the final resting place of Harriet Tubman.

City Manager’s Report
The City Manager reported on the following:
?       The Geothermal project is going well, with two or three minor change orders expected relating to asbestos.
?       The city participated in the MASH casualty drill at the high school on Thursday.  It went well.
?       The Veterans Memorial is in place in time for the Memorial Day parade.  He thanked Public Works ( Jerry DelFavero, Superintendent) for the work done to make this happen.

Public to be Heard –
Rita Sarnicola, Animal Resource Center – spoke of her frustration that the Animal Nuisance Committee has not met yet.  She asked where the funding was and when the committee would meet.  Mayor Carnicelli responded.

Tim Lattimore, 7 Norman Dr. – spoke about energy for jobs program and asked Council to put money in the budget for legal fees to set up a power authority.

Donna Lamb, Executive Director of the Schweinfurth Museum and resident of 65 South St. spoke to ask Council to restore funds for the Arts and Council.  She described what art means to a community.  Mayor Carnicelli responded in agreement.

Greg Lattimore, representing Burdick Auto, spoke to thank the city for the agreement to use 5 Global Electric Motor Cars that were donated by Chrysler-Daimler.

Judith Bryant of Auburn, thanked the Council for the proposal to designate a portion of Rt. 5 as Harriet Tubman Memorial Highway. She also seconded recommendations to restore money to the Arts and Cultural budget.  Mayor Carnicelli commented.

Pauline Copes Johnson – a great grand niece of Harriet Tubman and resident of Auburn asked Council to support the resolution regarding the Harriet Tubman Memorial Highway.

Kathleen Blair, 61 Havens Ave., parent, and mental health professional spoke about the importance of access to the arts for the community.  She asked that council reconsider funding the budget for arts and cultural events.

Ursula Johnson, Malone Village – great grand niece of Harriet Tubman asked Council to vote yes on the Memorial Highway.

Reports of City Officials –
Councilor Dempsey reported on the Economic Development Conference he attended in Cooperstown.

Committee Reports – None

Mayor Carnicelli asked for Council consent to add items J and K to the agenda. All agreed.

Ordinances – None

Resolutions
Award Resolution #90 of 2003 authorizing award of bid for a Rider Walk-Behind Litter Picker to Cyncon Equipment Inc., of Rush, New York.  Councilor Jacobs, McNabb, Hunter, Dempsey, and Mayor Carnicelli, vote aye.  PASSED

Council Resolution #91 of 2003 authorizing designating US Route 20, as it goes through Auburn, New York, as Harriet Tubman Memorial Highway. Motion to Table by Councilor McNabb, seconded by Councilor Dempsey.  Vote: Councilor Jacobs, McNabb, Dempsey, vote aye, Councilor Hunter and Mayor Carnicelli, vote no.  TABLED.

Sewer-Water Repair/Replacement Program Resolution #92 of 2003 authorizing the replacement of a sewer/water line on the Sewer-Water Repair/Replacement Program. Councilor Jacobs, McNabb, Hunter, Dempsey, and Mayor Carnicelli, vote aye.  PASSED

Sidewalk Resolution #93 of 2003 authorizing the installation of sidewalks on the 2002 Revolving Loan Sidewalk Program - Contract #2, to be charged back to the owner over a five (5) year period and to be charged to Account #HA 5497-440-001. Councilor Jacobs, McNabb, Hunter, Dempsey, and Mayor Carnicelli, vote aye.  PASSED

Council Resolution #94 of 2003 authorizing the Mayor and the City Manager to execute a Lease Agreement with Auburn Lacrosse League Inc., for use of the ice rink at Casey Park for their summer lacrosse program. Councilor Jacobs, McNabb, Hunter, Dempsey, and Mayor Carnicelli, vote aye.  PASSED

Council Resolution #95 of 2003 authorizing the Mayor to accept a donation of five (5) electric vehicles from Global Electric Motorcars, LLC. Councilor Jacobs, McNabb, Hunter, Dempsey, and Mayor Carnicelli, vote aye.  PASSED

Council Resolution #96 of 2003 authorizing the Mayor to execute an agreement with Onondaga-Cortland-Madison BOCES for the purchase of natural gas and electricity from the New York School and Municipal Energy Consortium (NYSMEC). Councilor Jacobs, McNabb, Hunter, Dempsey, and Mayor Carnicelli, vote aye.  PASSED
                
Award Resolution #97 of 2003 authorizing award of bid for the Genesee Street Rehabilitation Project for General Construction.  Councilor Jacobs, McNabb, Hunter, Dempsey, and Mayor Carnicelli, vote aye.  PASSED

Award Resolution #98 of 2003 authorizing award of bid for the Genesee Street Rehabilitation Project for Engineering Services.  Councilor Jacobs, McNabb, Hunter, Dempsey, and Mayor Carnicelli, vote aye.  PASSED

Council Resolution #99 of 2003 authorizing that a Public Hearing be held on Thursday, May 29, 2003 concerning the City Manager’s Recommended Budget 2003-2004. Councilor Jacobs, McNabb, Hunter, Dempsey, and Mayor Carnicelli, vote aye.  PASSED

Land Sale Resolution #100 of 2003 authorizing the Mayor to execute any and all documents to effectuate acquisition of 277 Grant Avenue, Auburn, New York from J. Patrick Doyle, III and Kathleen A. Doyle.  Councilor Hunter requested an executive session to discuss the acquisition of land, he was seconded by Councilor Jacobs.  All were in favor.  The meeting began at 7:22PM and ended at 7:35PM.  

Mayor Carinicelli called the meeting back to order.  Land Sale Resolution #100 of 2003 authorizing the Mayor to execute any and all documents to effectuate acquisition of 277 Grant Avenue, Auburn, New York from J. Patrick Doyle, III and Kathleen A. Doyle was voted on.  Councilor Jacobs, McNabb, Hunter, Dempsey, and Mayor Carnicelli, vote aye.  PASSED

Other Business –
Mayor Carnicelli reported that the Federal Government had passed the economic stimulus package that council had supported.  

Mayor Carnicelli asked Councilor McNabb who he had asked to serve on the Animal Nuisance Committee and when they would meet.  Councilor McNabb responded Rita Sarnicola, Cathy Burns, Walt Adams, and a fourth person who’s name didn’t come to him.  He set a day of Saturday May 31, 2003 at 10:00 to meet at City Hall.

Public to be Heard –
Tim Lattimore, 7 Norman Ave. – spoke to Council about the meeting with Moody’s for an improved bond rating and the maintenance of city streets and roads.
