Work Session MEETING
MEMORIAL CITY HALL

Roll Call - Councilor Jacobs, McNabb, Hunter, Dempsey and Mayor Carnicelli –
Present.

City Staff Present – John Salomone, City Manager; Beatrice O’Hora, Comptroller; Debra McCormick, City Clerk; Thomas Leone, Corporation Counsel; Mike Long, Senior Planner.

Ordinance and Local Laws

The City Clerk read a first reading of the following:

Bond Ordinance #3 of 2003 of the City of Auburn, New York, authorizing the issuance of $7,000,000 Serial Bonds to finance the cost of the Genesee Street Reconstruction Project.

Bond Ordinance #4 of 2003 of the City of Auburn, New York, authorizing the issuance of $900,000 Serial Bonds to finance the cost of the 2003-3004 Road Improvement Program.  

Bond Ordinance #5 of 2003 of the City of Auburn, New York authorizing the issuance of an additional $200,000 Serial Bonds to finance additional costs of the purchase and installation of water meters.

Councilor McNabb requested a list of streets scheduled for the 2003-04 road program. Council discussed the poor conditions of many streets.  They also discussed the need for more funds to cover cost of doing all bad streets.

City Manager Salomone reported that the city is in the final stages of water meter installations.  

Mayor Carnicelli asked for council agreement to rearrange the agenda to place the work session at the end of meeting because it will require taking a recess to travel to Casey Park.  All agreed.


Other Business
Mayor Carnicelli reported to Council that she had received a letter from the NAACP regarding sponsorship or advertising.  She said if interested to contact Council’s secretary, Maria Dello Stritto.

Mayor Carnicelli discussed a copy of a letter to Frank DeOrio, Director of Municipal Services from Barton and Lagudice that Council had received.

Councilor McNabb reported that residents on Dayton St. had complained to him about truck traffic.  He asked the City Manager to look in to this.

Councilor Jacobs commented on the same problem on Franklin St.

Councilor Hunter read from an article in the Syracuse Newspaper regarding the City of Syracuse’s Bond Rating.  Council discussed the different elements that impact a city’s bond rating.  

Councilor Hunter asked the City Manager to see if Mann Street could be one way.  Councilor Hunter had been approached by residents of that street.


Public to be Heard –
Charles Flanigan 104 North Lewis St.  spoke to ask Council to leave his residential neighborhood as is and not rezone commercial.  He invited Council to visit the neighborhood.


Recap – Clerk read.

At 7:10PM Councilor took a recess to travel to Casey Park for the work session portion of the meeting.  Council toured Casey Park to see renovations
