Budget Work Session MEETING

Roll Call - Councilor Jacobs, McNabb, Hunter, Dempsey, present.  Mayor Carnicelli absent. (Vacation)  Councilor McNabb sat in as Mayor during this meeting.

City Staff Present – John Salomone, City Manager; Corporation Counsel Thomas Leone, Corporation Counsel, City Clerk Debra McCormick; Bea O’Hora, Frank DeOrio, Director of Municipal Utilities, Jerry DelFavero, Superintendent of Public Works.

Pledge of Allegiance to the Flag

Councilor McNabb asked Council for consent to move the Public to be Heard up on the agenda to accommodate the many people wanting to address Council.

Presentations and Proclamations –

Ron Hill, Teamster Business Manager, representing employees of Adelphia spoke to Council about contract negotiations between Adelphia and employees

Frank Benosky, Cayuga – spoke regarding the fees for picking up bulk items.

John Adams, 13 Dexter Ave. – spoke to ask Auburn to decline renewing a franchise agreement with Adelphia.

First Reading
The City Clerk read a first reading of Ordinance #10 of 2003 authorizing re-establishment of the Cemetery Association.

Work Session

Insurance Quotes
The City Manager explained that the city is looking for another carrier because the current carrier is going out of business on July 1.  Bob Wallace from New York Municipal Insurance Reciprocal explained what NYMIR is.  It is owned by cities, towns, villages, and counties, a public entity that pays no taxes and was formed to stabilize the insurance market.  525 municipalities participate.  

Council discussed and the Manager reported that a resolution would come before Council next week for a vote.

Bulk Items
Frank DeOrio, Director of Municipal Utilities, Jim Brazee, and Superintendent reviewed a handout on bulk item collection and income.  Council discussed.

Other Business
Financial Resolution #114 of 2003 to adopt the 2003 Library District Tax in the City of Auburn.  Vote: Councilor Jacobs, McNabb, Hunter, Dempsey aye.  Mayor Carnicelli absent.  PASSED.

Financial Resolution #115 of 2003 to adopt the 2003 Business Improvement District Tax Rate in the City of Auburn.  Vote: Councilor Jacobs, McNabb, Hunter, Dempsey aye.  Mayor Carnicelli absent.  PASSED

Public to be Heard
Tim Lattimore, 7 Norman Ave. – commented on the large item pick up, landfill and the insurance discussion.

Other Business
Councilor Jacobs thanked Bill Lupien for the work done on the Seymour St. sidewalks.  He asked if the lot near the railroad tracks could be mowed.

Council moved into Executive Session at 7:50PM and ending at 8:23PM.

Meeting adjourned at 8:23PM.
