Roll Call - Councilor Jacobs, McNabb Hunter, Dempsey, and Mayor Carnicelli –
Present.

City Staff Present – John Salomone, City Manager; Thomas Leone, Corporation Counsel; Debra McCormick, City Clerk; Michael Quill, Fire Chief; Beatrice O’Hora, Comptroller; Lisa Green, Assistant Comptroller; Steve Lynch,  Director of Development; William Lupien, Superintendent of Engineering Services; Frank DeOrio, Director of Municipal Utilities; Gerald DelFavero, Supervisor Public Works.

Pledge of Allegiance to the Flag – Ryan McCormick, second grade student at Seward Elementary School led the pledge.  Ryan was accompanied by his grandmother, Joan McCormick, his mother Carole McCormick.  He is the nephew of City Clerk Debra McCormick.

City Manager Report – None.

Public to be Heard.
Tom Gabak, CSEA President spoke to Council in support of keeping Crossing Guard jobs from being cut.

Barb Griffin, Crossing Guard – spoke of her 37 years of service as a Crossing Guard and the safety issues that would be affected if the jobs were cut.

Patty Hess, Crossing Guard at Lake Ave and Metcalf spoke of how she protects children from reckless drivers.  She said she was actually hit once.

Cynthia Sears, 236 Genesee Garden Apt. – spoke of the dangers on the corners of Grant Ave and Seymour St.  

Barb Morgan 2 Capital St. and Crossing Guard at the Herman Ave and Genesee intersection spoke of the safety she provides school children.

Bryan Philio 10 Lewis St. spoke to Council about the General Fund balance and his support of the 8.5% tax increase.

Tony Luzianni, Underwood St. – spoke of the loud noise caused by truck traffic on the Arterial.  He also thanked the Auburn Police for the help with Big Kahunas.  He is worried about the summer and the loud music, bad behavior and trash in his neighborhood.

Tim Lattimore, 7 Underwood St. (7 Norman Ave.) – spoke about public safety, Firefighters, and FEMA Grants.

Report of City Officials – None

Committee Reports –

Councilor Hunter attended a Neighborhood Housing meeting at the Neighborhood House.  He commented on Synthesis, the Wall Street area and State Dept of Corrections cooperation.

Councilor Jacobs reported the Parks and Recreation Committee met and the sub committee for the skateboard ordinance will be meeting.

Presentations of Petitions and Communications – None.

Mayor Carnicelli announced that item 11A was pulled.

Resolutions

Financial Resolution #101 of 2003 authorizing adoption of the City Manager’s Recommended Budget for 2003-2004.   Vote: Councilor Jacobs and Mayor Carnicelli vote aye.  Councilors McNabb, Hunter, and Dempsey vote no.  NOT CARRIED.

Council spent a considerable amount of time discussing alternatives to the proposed 8.5% tax increase.  Mayor Carnicelli and Councilor Jacobs stood behind the 8.5% increase and explained why.  The remaining three Councilors were not willing to support 8.5%.  At 8:00PM Mayor Carnicelli called for a five minute recess.

Mayor Carnicelli called the meeting back to order at 8:07PM.  

After discussion, the following resolutions were presented and voted on.

Financial Resolution # 112 of 2003 budget amendment $248,500.  Vote:  Councilor Jacobs, Mayor Carnicelli vote no.  Councilors McNabb, Hunter, and Dempsey vote aye. PASSED.

Financial Resolution # 113 of 2003 adopting the 2003-04 budget.  Vote:  Councilor Jacobs, Mayor Carnicelli vote no.  Councilors McNabb, Hunter, and Dempsey vote aye. PASSED.



Appointment Resolution #102 of 2003 authorizing re-appointments to the Historic Resources Review Board.  Vote: Councilor Jacobs, McNabb, Hunter Dempsey and Mayor Carnicelli vote aye.  PASSED.

Appointment Resolution #103 of 2003 authorizing an appointment to the Mayor’s Social Justice Task Force.   Vote: Councilor Jacobs, McNabb, Hunter Dempsey and Mayor Carnicelli vote aye.  PASSED.

Financial Resolution #104 of 2003 authorizing a transfer from CHIPS to cover the cost of paving the City Hall parking lot. Vote: Councilor Jacobs, McNabb, Hunter Dempsey and Mayor Carnicelli vote aye.  PASSED.

Change Order Resolution #105 of 2003 authorizing the Mayor to execute Change Order #2 with J&E Electric, for the City Hall Geothermal Project. Vote: Councilor Jacobs, McNabb, Hunter Dempsey and Mayor Carnicelli vote aye.  PASSED.

Change Order Resolution #106 of 2003 authorizing the Mayor to execute Change Order #1 with Rusmar Environmental, for the City Hall Geothermal Project.  Vote: Councilor Jacobs, McNabb, Hunter Dempsey and Mayor Carnicelli vote aye.  PASSED.

Change Order Resolution #107 of 2003 authorizing the Mayor to execute Change Order #1 with Beardsley Design Associates for the City Hall Geothermal Project. Vote: Councilor Jacobs, McNabb, Hunter Dempsey and Mayor Carnicelli vote aye.  PASSED.

Sidewalk Resolution #108 of 2003 authorizing the installation of sidewalk on the 2002 Revolving Loan Sidewalk Program – Contract #2, to be charged back to the owner over a five (5) year period and to be charged to Account #HA 5497.440-001.  
Vote: Councilor Jacobs, McNabb, Hunter Dempsey and Mayor Carnicelli vote aye.  PASSED.

Financial Resolution # 109 of 2003 budget amendment $24,173. Arts and Cultural.  the owner over a five (5) year period and to be charged to Account #HA 5497.440-001. Vote: Councilor Jacobs, McNabb, Hunter Dempsey and Mayor Carnicelli vote aye.  PASSED.

Financial Resolution #110 of 2003 budget amendment $1500. Summer Movies. the owner over a five (5) year period and to be charged to Account #HA 5497.440-001.  Vote: Councilor Jacobs, McNabb, Hunter Dempsey and Mayor Carnicelli vote aye.  PASSED.

Financial Resolution # 111 of 2003 budget amendment $3000. Court Reform. the owner over a five (5) year period and to be charged to Account #HA 5497.440-001.   Vote: Councilor Jacobs, McNabb, Hunter Dempsey and Mayor Carnicelli vote aye.  PASSED.

Tabled Legislation  - None

Other Business –
Mayor Carnicelli asked that a broken window at 10 James St. be boarded up.

Second Public to be Heard
Tim Lattimore, 7 Norman Ave. – spoke to comment on the budget.

Cynthia Seamus 236 Genesee Garden Apt. spoke to ask about the 3% pay increase for city employees and how much could be saved with out the raise.
