City Staff Present – John Salomone, City Manager; Thomas Leone, Corporation Counsel; Debra McCormick, City Clerk, Fire Chief Michael Quill.

City Manager Report –
The City Manager reported the following:
§       The Geothermal project is moving along.  The parking lot will be paved next week and ready for parking.  Work will be complete inside City Hall in three weeks on the third floor, working down to the basement after that.
§       Bids for greening of the arterial are due in by July 22.  Work will begin as soon as possible.

Public to be Heard.
Tim Lattimore, 7 Norman Ave. – spoke to Council to ask for an update on discussions with the Terra Solar company.  The City Manager replied that he is waiting to hear back from them.

John Hogan, 13 Dexter Ave. – spoke to Council about issues related to Adelphia Cable and Media Services.

Councilor Hunter asked several questions.

Ordinances

Bond Ordinance #12 of 2003 of the City of Auburn authorizing the issuance of an additional $500,000 Serial Bonds to finance the cost of the Genesee Street Reconstruction Project.  Vote: Councilor Jacobs, McNabb, Hunter, Dempsey and Mayor Carnicelli Aye. PASSED

Resolutions

Change Order Resolution #128 of 2003 authorizing award of Change Order #1 for the 2002 City Sidewalk Program to Bob Bruno Excavating Inc., of Auburn, New York, in an amount not to exceed $19,500.00, to be charged to Account #HA 8020-440-DN. Vote: Councilor Jacobs, McNabb, Hunter, Dempsey and Mayor Carnicelli Aye. PASSED

Sewer-Water Repair/Replacement Program Resolution #129 of 2003 authorizing the replacement of a sewer/water line on the Sewer-Water Repair/Replacement Program. Vote: Councilor Jacobs, McNabb, Hunter, Dempsey and Mayor Carnicelli Aye. PASSED

Council Resolution #130 of 2003 authorizing the Mayor to execute all necessary agreements, certifications or reimbursement requests for Federal Aid and/or Marchiselli Aid on behalf of the City of Auburn, regarding the Genesee Street Reconstruction Project. Vote: Councilor Jacobs, McNabb, Hunter, Dempsey and Mayor Carnicelli Aye. PASSED

Council Resolution #131 of 2003 authorizing the Mayor to enter into an agreement with the County of Cayuga designating the City of Auburn Fire Department as the Cayuga County Hazardous Materials Team. Vote: Councilor Jacobs, McNabb, Hunter, Dempsey and Mayor Carnicelli Aye. PASSED

Sidewalk Resolution #132 of 2003 authorizing the installation of sidewalks on the 2002 Revolving Loan Sidewalk Program – Contract #2, to be charged back to the owner over a five (5) year period and to be charged to Account #HA 5497.440-001. Vote: Councilor Jacobs, McNabb, Hunter, Dempsey and Mayor Carnicelli Aye. PASSED

Other Business –
Councilor Dempsey reported that the Auburn Hockey Club had contacted him with concerns about ice not being put in at Casey Park in time for practice season in the fall.  He asked the City Manager to look in to it.

Councilor Hunter asked the City Manager if the city picks up trash for not for profit property owners at no cost.  Mr. Salomone answered yes.

Councilor Hunter discussed condemned houses on Gaylord St. and asked the City Manager to look into code issues relating to renovations.
Councilor Hunter commented on the trailers that have been parked on Owasco St.  He asked that this be investigated.

Second Public to be Heard
Joe Leo Grande, Chair of the Parks and Recreation Commission spoke to thank Council for funding the summer movie program and invited them to attend the first one.

Mayor Carnicelli thanked Mr. Leo Grande for his leadership on this project.

Mayor Carnicelli wished everyone a happy and safe Fourth of July.
