ROLL CALL - Councilor Jacobs, McNabb, Hunter, Mayor Carnicelli – Present. Councilor Dempsey absent.
City Staff present: Corporation Counsel Tom Leone, John Salomone, City Manager, City Clerk Debra McCormick, City Planner, Mike Long, Director of Planning and Economic Development Vijay Mital, Fire Chief Mike Quill.

Presentations and Proclamations
Mayor Carnicelli introduces Susan May Musical Director and the Herman Avenue Elementary School Chorus. The chorus sang “Downtown” and “If I had a Hammer” to promote their fall concert.

Work Session
Insurance Services Organization
Larry H. Stevens, a consultant hired by the city to do an Insurance Services Organization rating audit, distributed a handout and reviewed his findings. (ISO is a group authorized by the state to rate community fire defense) He offered steps that the city could take to improve its potential for a better rating. Council discussed.
Partners for a Livable Community –
Mayor Carnicelli introduces Bill Fulton, President of Solimar – Planning and Research Group in Ventura CA, author writing for several organizations including Governing Magazine “Economic Development” column and is also a native Auburnian. Bob McNulty, President of Partners for Livable Communities, Washington DC and Ruth Gabak Kelliher, Executive Vice President of Partners.
Mayor Carnicelli then reads two letters of commendation. First, in honor of Ruth Gabak Kelliher a native Auburnian and Executive Vice President of Partners for a Livable Communities who is donating her services to the city in memory of her mother. Second, in honor of Bill Fulton, also a native of Auburn, who is also donating his time for this visit.
Mike Long, Senior Planner introduces the project and reviews what the group has done in the past two days. He introduces Mr. Fulton again. Mr. Fulton speaks about his thoughts and ideas for the potential of the Owasco River/Outlet and development around it.
Mayor Carnicelli thanks Mr. Fulton. John Salomone, City Manager comments. Vijay Mital, Director of Planning comments also.
Other Business
Mayor Carnicelli announced information on the opening of a Novel Idea on Seminary Ave in Auburn.
Councilor McNabb commented on the problem with crows. He stated something needs to be done.
Councilor Jacobs commented on the crows on South St. and dog droppings that are a nuisance.
Councilor Hunter asked when the ISO hydrant testing will be discussed. The City Manager stated in the next few weeks.
