ROLL CALL - Councilor Jacobs, McNabb, Hunter and Dempsey, Mayor Carnicelli Present.

PLEDGE OF ALLEGIANCE TO THE FLAG
PRESENTATIONS AND PROCLAMATIONS
Mayor Carnicelli read a proclamation honoring the Veterans of Foreign Wars Buddy Poppy program.
Mayor Carnicelli and Mimi Hoffman present awards to the winners of the 2002 Fair Housing Poster Contest. The theme was “Uniting Our Neighborhoods”. Winners were:
Miranda Teneyck, Heather Lardeo, Genesee Elementary School, Seward Elementary School, Katie Brown, Alisha Luziani, Marissa Slayton, Stephanie DeBagio, Seward Elementary School, Sarah Smith, Herman Ave.
Second prize winners received a $50. Savings Bond and First Place and Grand Prize winners received a $100. Savings Bond. Mayor Carnicelli congratulated all of the winners and thanked HSBC, Cayuga Bank, Fleet Bank, Savings Bank of the Finger Lakes, Savannah Bank, Savannah Bank and Seneca Falls Savings Bank for donating the bonds.
Council took a brief recess so that pictures could be taken of the winners with the Mayor. Recess ended at 6:20PM
Council adjourned to Executive Session at 6:21PM to discuss the employment history of a particular person and the potential sale of city owned land. Session ended at 6:36PM.

ORDINANCES and LOCAL LAWS
Ordinance #7 of 2002 authorizing amendment to the Code of the City of Auburn, New York, Chapter 285, Vehicles and Traffic.
Council discussed briefly.
Ordinance #8 of 2002 authorizing amendment to the Code of the City of Auburn, New York, Chapter 305, entitled Zoning.
Council discussed briefly.
Ordinance #9 of 2002 authorizing amendment to the Code of the City of Auburn, New York, Chapter 285, entitled Vehicles and Traffic. Council discussed briefly.
Local Law #2 of 2002 implementing an Optional Property Tax Exemption for first-time homebuyers of newly constructed/reconstructed homes. Council discussed briefly. Mayor Carnicelli distributed a copy of a letter from John Plume Superintendent of the Auburn Enlarged School District. The letter explained that the school district adopted this tax exemption.

BUDGET WORK SESSION
The City Manager reviewed the General Government section of the budget. He discussed with Council any significant changes to each department
Mayor Carnicelli asked Council to talk about the process that they will use to recommend changes to the budget. It was agreed that no formal resolutions need be prepared in advance to suggest changes. Any changes could be proposed on the floor during meeting. It was agreed by council to move Police and Fire budgets to Tuesday May 21 with Public Works to free time at the May 23 meeting for discussion and voting on recommended council changes.
Other Business
Councilor Jacobs reported that it had been 60-90 days since he asked that the traffic light on State St. be fixed to stay green for more than 7 seconds. Mr. Salomone reported that it had been brought to the DOT and no action had been taken by them. Mr. Jacobs asked that a strongly worded letter be sent to DOC. Mr. Salomone suggested that he use another method first to see what results.
Public to be Heard
Glenn Carver, 5 Evans St. spoke to Council about keeping money for construction projects in Auburn with local businesses and about the ordinance regarding parking recreation vehicles on streets.
Motion for Executive Session at 8:45PM to discuss the employment history of a particular person or persons. Meeting ended at 10:15PM.
