WORK SESSION MEETING
MEMORIAL CITY HALL


ROLL CALL - Councilor Jacobs, McNabb, Hunter, Dempsey and Mayor Carnicelli. Present.  

City Staff present:  City Manager John Salomone, Corporation Counsel Tom Leone, City Clerk Debra McCormick, Mike Long and Steve Lynch, Senior Planners, Bill Lupien Superintendent of Engineering Services, Lisa Green, Assistant City Comptroller.

PRESENTATIONS AND PROCLAMATIONS
Mayor Carnicelli asked that the order of the agenda be switched to accommodate the people in audience that would otherwise have to wait until the Connector Rd. presentation was completed much later in the meeting.  No one objected.

Councilor Dempsey attended the Manufacturers
Mayor Carnicelli also commented on the breakfast and that she was pleased to hear that McQuay had called back the employees that were laid off in December.

PUBLIC TO BE HEARD
David Schlegel, 222 Osborne St., spoke to commend the city on planting trees in the city.  He also asked the council to consider using trees instead of earth birm for sound barriers when developing the connector road.

Gloria Griffin, Executive Director of Cayuga Seneca Community Action Agency, and resident of 39 Chapman Ave, spoke to thank council for the proclamation and briefly reviewed the highlights of the agency programs.  Ms. Griffin also thanked the Planning Department for all the help they offer the agency.

ORDINANCES AND LOCAL LAWS
Council briefly discussed questions raised.

WORK SESSION
Connector Rd Presentation
Ginny Robins, Attorney with Bond Scheonck and King presented a review of where the city had been in the SEQR process.

John Salomone reviewed general fund debt and the impact the connector road would have on debt

Steve Lynch spoke to explain where (using map) development would go on the property near the road.

Mayor Carnicelli explained that the second portion of the presentation on the connector road would be a road trip to the proposed connector road land after the executive session.

Motion to adjourn to Executive Session by Councilor McNabb seconded by Councilor Jacobs at 7:40PM.  All in favor.  Meeting ended at 7:45PM Items for discussion included: the proposed lease of real property.
