ROLL CALL - Councilor Jacobs, McNabb, Hunter and Dempsey, Mayor Carnicelli Present.

PUBLIC ANNOUNCEMENTS
CITY MANAGER
The City Manager reported on the following:
·       The skateboard park is now open for the season
·       The Cayuga Community College RACNE/NASA building construction on Franklin St.has begun.
·       Proposed schedule for Council Budget Session in May was presented to Council and the following was agreed on:
                Tuesdays May 14 and 21st
                Thursdays regular scheduled Council Meetings at 6PM May 16 & 21

PUBLIC TO BE HEARD
Charles French, 33 Mattie St. began to speak and stopped.

Nicole French 33 Mattie St. spoke about community policing and proposed a citizen
Mayor Carnicelli asked that Council resolutions # 82 & 83 of 2002 be added to this agenda as carry in items.  Councilor Jacobs stated that he did not want to break the procedures that are established by doing this.  He wants added items 24 hours in advance.  Mayor Carnicelli agreed with him but also commented that sometimes things come up that are time sensitive and because council only votes every other week it is necessary to do this.   Councilor Jacobs commented that we have vote when needed at work session meetings.  Mayor Carnicelli asked if Council agreed to put Resolution # 82 on the agenda, Council Jacobs objected, all other councilors agreed.  Mayor Carnicelli asked if Council agreed to put Resolution #83 on the agenda and all Councilors agreed.

RESOLUTIONS

Council Resolution #75 of 2002 authorizing the City Manager to advertise for bids for the printing and binding of the 2002 Council Proceedings. All vote aye. PASSED

Appointment Resolution #76 of 2002 authorizing appointment to the Mayor
Council Resolution #77 of 2002 authorizing the City Manager to advertise for bids for chemicals for the Departments of Municipal Utilities and Public Works. All vote aye. PASSED

Council Resolution #78 of 2002 authorizing the Mayor to enter into an Agreement with Beardsley Design Associates for the final plans and specifications, as well as construction inspection services, for the new recycling facility at the City
Sidewalk Resolution #79 of 2002 authorizing the installation of new sidewalks/curbing to be charged back to the owner over a five (5) year period and to be charged to Account #HA 5497.00. All vote aye. PASSED

Council Resolution #80 of 2002 authorizing CWSRF application for project financing for the Landfill Cell No. 3. All vote aye. PASSED

Council Resolution #81 of 2002 authorizing CWSRF application for project financing for the Landfill Gas Sludge Incineration Fuel Project. All vote aye. PASSED

Council Resolution # 82 of 2002 opposing the Governor
Council Resolution #83 of 2002 declaring lead agency, classifying project and determining significance of environmental impacts pursuant to the NYS SEQR ACT. All vote aye. PASSED

Other Business
Mayor Carnicelli announced that the Harriet Tubman Home is having an open house to welcome Ward Dewitt as the new Executive Director on Sunday April 28 form 2-5PM.

Councilor Jacobs commented that he is still not pleased that council accepts resolution

Motion for Executive Session at 7:20PM to discuss the financial history of a particular corporation, the employment history of a particular person or persons and the proposed sale of city owned properties.  Meeting ended at 9:10PM.
