Meeting –February 7, 2008 Minutes
Comm. Welch called the meeting to order at 11:00 am. Secretary Bill Fulton took roll call. Present was Comm. Welch, Comm. Camardo and Comm. Brennan. Also present City Manager; Mark Palesh, Human Resource Director; Karen Green. Fire Chief; Mike Hammond, Asst. Police Chief; Tom Murphy and President of the Police Union; Tim Cottrell.
Motion made by Comm. Camardo to approve the minutes of meeting held on January 6, 2008 and the special meeting held January 22, 2008 and seconded by Comm. Camardo. Minutes approved 3-0.
New Business
Eligibility list established for exam # 65-847, open competitive, Police Officer
Motion to approve made by Comm. Camardo and seconded by Comm. Brennan. Motion carried 3-0.
Eligibility list established for exam # 65-851, open competitive, Junior Engineer and exam # 65-849, Assistant Civil Engineer
Motion to approve made by Comm. Camardo and seconded by Comm. Brennan. Motion carried 3-0.
Job Specifications: Changes for the Office Systems and Training Coordinator discussed. Basic changes with working with Human resource on risk management and training initiatives and to be supervised by the Director of Human resources. Motion to approve made by Comm. Camardo and seconded by Comm. Welch. Motion carried 3-0.
Discussion of Changes for the civil service clerk position. Recommended by City Manager to have the Civil Service clerk under the General supervision of the Human Resource Director. Discussion held including history of position and the supervisor has always been the Civil Service secretary to the commission. Further discussion will be needed. Motion to table made by Comm. Brennan and seconded by Comm. Welch. Motion carried 3-0
Fire Dept: Chief Hammon questioned if there is anyway to give preferred treatment to people on the list that already have fire fighter training. Hammon suggested either moving them up or giving them extra points or if this is even a possibility. Discussion and matter will be checked further with Albany.
Comm. Camardo questioned why no firefighters have been hired in the last 9 months and why the commission has taken all the criticism for not filling positions and causing the large amount of overtime. Figures for the cost were greatly exaggerated and the Commission took the blame for this by council and the City Manger. Comm. Camardo was very disappointed in the fact that the commission took the blame for something they had no control over. The other commissioners agreed with him.

Human Resources – Non – Competitive – Confidential
Comm. Welch states that the commission has always been in favor of this position and has done all it could to get it approved as exempt as the city manager requested. It was NYS Civil Service commissioner that disapproved it. Comm. Welch states however that it was the local commission that took the blame for it by the comments in the paper. Comm. Welch stated that the commission was unjustly criticized by Councilman Smith as being unqualified and referred to as “political hacks”. City manager stated that the newspaper misquoted him for blaming the local commission where it should have been the Sate commission.
Discussion about the human resource director being classified as non- competitive confidential and a public hearing will have to be held. Public hearing set for set for Feb 21, 2008 at 11am. Motion to have public hearing on topic made by Comm. Welch and seconded by Comm. Brennan Motion carried 3-0.
