.Auburn Municipal Civil Service
Meeting –9/7/04  Minutes
The meeting was called to order  by Comm. Welch at 11:00 am.   Sec. Fulton took the roll. Present was Comm.Welch and Comm.Camardo and Comm. Brennan. Also present was:
Chief Gary Giannotta,  Police Chief and Beth Beer Cuddy, reporter for the Post Standard newspaper.
Approve minutes
Motion made to approve minutes of the 7/15/04 special meeting. With the reasons for the approval of lateral transfers to the Police Dept. restated in the minutes the motion to approve made by Comm. Brennan and seconded by Comm. Camardo. Motion carried 3-0.
Motion to approve minutes of the special meeting held on 8/13/04 made by Comm. Brennan and seconded by Comm. Camardo. Motion carried 3-0.

Old Business
Police Dept.
With the documentation provide for the lateral transfers reviewed by the Commission recommendation was given to the City Manager to approve these two candidates for the transfers. William Treat and Donald Laraway will be hired to the City of Auburn police department.
Motion made by Comm. Brennan to go into Executive Session to discuss the eligible list for the part time Parking Meter Attendant.
Motion made by Comm. Camardo to go out of Executive Session made by Comm. Camardo and seconded by Comm. Brennan  
Recommendation was made to allow Corporation Counsel to send notice to a candidate for removal from the current eligible list. Copies of said notice will be provided to this Commission.

New Business
Public Works Dept.
A new job duty statement had been provided to the Commission for review but the City Manager has also sent a memo to disregard this new job duty statement. Also in the memo from the Manager was a request to order the exam for Director of Recreation.
Police Dept.
Chief Giannotta asked the Commission to allow for one more transfer into the Police Dept. Comm. Camardo reminded the Chief that the two positions were approved to fill a need to increase the Police force as to avoid a public safety issue by being short staffed At this time no need is apparent need to warrant another transfer.
Planning Dept.
In regard to the Planner exam which is scheduled to be held on November 13, 2004, the City Manager and Steve Lynch, the Department head of the Planning Dept. have sent a memo requesting the residency requirement to be eliminated to allow for more extensive recruitment. Motion to eliminate said requirement made by Comm. Welch and seconded by Comm. Brennan. Motion carried 3-0.

Comm. Brennan stated his opinion that the background checks that the Police Dept complete are indeed our background checks as the Commission gives the power to conduct such checks in lieu of completing the checks in another manner.
Comm. Welch restated the recap of the City Council meeting where Councilor Jacobs stated that “if transfers were to be made instead of hiring off the eligible list perhaps Civil Service should be eliminated.”
A monitor will be needed for the October 2, 2004 civil service exams.

Motion to adjourn made by Comm. Brennan, seconded by Comm. Welch.
