Special  Meeting – 7/15/2004  Minutes

The meeting was called to order by Comm. Welch at 9:00 am.   Secretary Fulton took the roll. Present was Comm.Welch and Comm. Camardo and Comm. Brennan. Also present was: City Manager John Salomone; Chief Gary Giannotta, Police Chief and Beth Beer Cuddy, a reporter for the Post Standard.
Approve the minutes of the minutes of the special meeting held on  7/8/04. Motion to accept made by Comm. Camardo, seconded by  Comm. Brennan. Motion carried 3-0.
Old Business
Police Dept.
Continued discussion held about the prospect of lateral transfers in lieu of the eligible list appointments for Police Officer. As stated in previous minutes,the Commissioners have concerns that public safety may be in jeopardy if the transfers are not allowed as that will delay time that candidates will be ready to be set for duty as fully trained police officers. The facts surrounding the school district’s approval of the school resource officers has a direct affect on the fully trained and ready police officers available for duty and transfers would help with that situation immediately. Chief Giannotta has submitted written verification of the reasons for the request for the lateral transfers. The Commission has reviewed these reasons and the motion is made by Comm. Brennan to vote to accept lateral transfers into the Police Dept. at this time. Motion seconded by Comm. Welch. Voting is as follows. Comm. Brennan against and Comm.Welch and Comm. Camardo voting for the lateral transfers. Motion carried 2-1. The Police Chief stated that he  will assemble packets for the transfer candidates and present them to this Commission for review for possible appointment. At this time the Commission also stated that  two transfers  will be approved at this time.,not three as requested by the Police Chief.
Motion to adjourn made by Comm. Welch, seconded by Comm. Camardo.
Meeting adjourned at 9:30 am.
