Meeting – 1/08/2004 Minutes
Chairman Welch called the meeting to order at 11:00 am. Sec. Fulton took the roll. Present was
Comm. Welch; Comm. Camardo and Comm. Brennan. Also present were: John Salomone, the City Manager; Michael Quill, the Fire Chief, William Lupien, Supt of Engineering Service; William Andre and Kent Brandstetter, both members of the Auburn School Board.
Approve the minutes of the meeting held on 12/5/2003. Motion to accept made by Comm. Camardo, seconded by Comm. Brennan. Motion carried 3-0.
New Business
1. Engineering Dept.
Review the roster and establish an eligibility list for the open competitive exam # 63-385 Signal Electrician. Motion to establish the list made by Comm. Camardo and seconded by Comm. Brennan. Motion carried 3-0.
2. School District
Review the roster and establish an eligibility list for the open competitive exam, # 63-372 Supt. of Buildings and Grounds. Motion to establish list made by Comm. Brennan, seconded by Comm. Camardo. Motion carried 3-0.
3. Code Enforcement Dept.
An exam is to ordered as a result of the reclassification survey of October 2002. Per Resolution C, the Asst. Housing Code inspector title was replaced by Code Enforcement Officer. An open competitive exam is to held along with an NCP for the former asst. housing code inspector, Steve Downing. Ed LaDouce also a code enforcement officer does not have to take this exam and he already took and passed the test for Building Inspector II which the state deemed comparable. Motion to order these exams made by Comm. Brennan and seconded by Comm. Camardo. Motion carried 3-0.
4. Engineering Dept.
The Supt. of Engineering Services, Bill Lupien, has presented two new specs to the Commission for review. The City is looking to hire 2 positions to do the inspection section of the Capital Improvements Projects which the City has undertaken and is paying contractor fees to do the inspections. The Secretary to this Commission will also look into if temporary positions must follow the contract wording of the City of Auburn as to be city residents. Also if a temporary positions such as these can be stacked back to back jobs or if the dame people can be appointed to subsequent inspection projects. The City Manager, also present, wishes to have these positions as temporary not permanent positions as the inspections to be done are for very specific projects which will last for no more than 18 month per
project. The specs will be reviewed and a decision on titles will be given at the February 5, 2004 meeting.
Old Business
The City Manager again requested that the position of Bruce Ross and his job spec be tabled and discussed at next meeting, February 5, 2004. Motion to table discussion made by Comm. Camardo and seconded by Comm. Brennan. Motion carried 3-0. Comm. Camardo also made mention of the chain of command as to who presents the specs and the requested changes.

Discussion also held that at the meeting of Feb. 5, 2004 the City Manager must present the salary for the Secretary position as the announcement for the upcoming exam is due out as the exam is to held on March 27, 2004.
Discussion of contracting to BOCES the Information and Technology computer input part of the exam for the upcoming Computer Operation Support Specialist at the school district. Monies would have to be put onto the Civil Service budget for 2004 for such an expense.
Also, the position of Secretary to the Mayor is reviewed and motion to keep the title in the exempt classification is made by Comm. Brennan and seconded by Comm. Camardo. Motion carried 3-0.
Discussion also held about the upcoming Dog Control Officer exam which is scheduled to be held on March 27, 2004. The City Manager will contact this Commission no later than January 30, 2004 with an answer as to whether to hold this exam as the City is contemplating contracting this work.
