Special Meeting – 08/28/2003 Minutes
Chairman Welch called the meeting to order at 11:00 am. Sec. Fulton took the roll. Present was Comm. Camardo and Comm. Welch and Comm. Brennan. Councilor William Jacobs, former Firefighter, also present. Several members of the Fire Dept., both Firefighters and Officers, also in attendance.
Old Business
1.Fire Dept.
Discussion reopened for the minimum qualifications for the upcoming Assistant Fire Chief exam.
As previously stated both the Fire Chief and the City Manager both are requesting that only on the Fire Captains be allowed to take the Assistant Fire Chief exam not Fire Lieutenants. The union representation stated that they would like the exam open to the Lieutenants as in the past.
Persons who spoke and voiced their views are as listed:
Marty Corcoran, President of the Local 1446 Firefighters union and also Fire Lieutenant; James Lattimore, Fire Lieutenant; Mark Farrell, Fire Captain; Scott Shaw, Firefighter; Brian Donovan, Firefighter; Steve Parker, Firefighter; Shawn Stewart, Firefighter; Christopher Logue, Firefighter; William Petrosino, Fire Lieutenant; Joseph Morabito, Fire Captain; William DiFabio, Firefighter; and Mark Pineau, Firefighter.
The consensual view is that the Fire Lieutenants are qualified and capable personnel who are ready and able to assume the Asst. Fire Chief responsibility if successive on the exam and appointed. Two current Asst. Fire Chiefs rose from the rank of Fire Lieutenant without being Fire Captains. These two Asst. Fire Chiefs have proven that such a jump is possible with much success and are great assets to the Fire Dept.
Councilor Jacobs stated that his position is that the military rise through the ranks should be applied to the Fire Dept. without skipping any ranks, therefore, he would wish that only Fire Captains be allowed to sit for the Asst. Fire Chief exam. Commissioners thanked all who spoke their views and called for a motion to be made.
Motion made to leave the qualifications for the Assistant Fire Chief exam as previously tested, 6 years as Lieutenant to be included, made by Comm. Brennan. Seconded by Comm. Welch. Comm. Camardo voted not to keep the qualifications the same as he feels that all positions should come through the ranks of promotion. Motion carried 2-1.
Comm. Camardo also wants to go on record that he wishes to reopen the vote on the minimum qualifications for the Fire Chief exam. This will be put on the agenda for the October 2, 2003 meeting.

New Business
1. School District
Discussion held of the letter received from the school district asking to reinstate a former custodian to the position. After reviewing the rules governing reinstatement the Commission ruled to notify the school district of their decision to allow the reinstatement. Motion to reinstate made by Comm. Brennan. Seconded by Comm. Welch. Motion carried 3-0.
2. Code Enforcement
Changes to the existing job spec Code Enforcement Officer and Senior Code Enforcement Officer.The changes were submitted by Corporation Counsel, Tom Leone, the dept head of the Codes Department. The changes are that both officers attend code hearings but do not conduct such hearings. Motion to accept changes made by Comm. Brennan, seconded by Comm. Welch. Motion carried 3-0. New job specs also set to Mary Carli, from MSD, New York State Civil Service.
Motion to adjourn made by Comm. Welch, seconded by Comm. Camardo. The meeting was adjourned at 11:35 pm.
