Meeting – 04 /03/2003 Minutes
Chairman Welch called the meeting to order at 11:00 am. Sec. Fulton took the roll. Present was Comm. Brennan, Comm. Camardo and Comm. Welch. and Gary Giannotta, Chief of Police.
Motion made by Comm. Camardo and seconded by Comm. Brennan to approve the minutes of the meeting, held on March 6, 2003. Motion carried 3-0. Motion made by Comm. Brennan to approve minutes of the meeting held on March 11 2003. Seconded by Comm. Camardo. Motion carried 3-0.
Old Business
Police Dept.
Discussion held concerning the minimum qualifications for the promotional Police Captain.
Chief Giannotta and the Police union stated their positions in writing. Documentation presented from other cities and counties around New York State as to their minimum qualifications. Motion made by Comm. Camardo to have the minimum requirements for Police Captain exam be one year as Police Lieutenant or two years as Police Sergeant. Motion seconded by Comm. Welch. Motion carried 2-1 as Comm. Brennan did not vote to approve.
New Business
Finance Dept.
The Commission reviewed the exam announcement for the upcoming City Treasurer exam. The residency requirement of 30 days in New York State is needed to sit for the exam. The use of Section 23.4a Civil Service will also be on the announcement.
School
The Commission will be doing a desk audit of the Library clerk/ Computer Lab Technician positions. Questionnaires will be completed and reviewed by Commission and appointments will be set up to discuss the job duties with these school employees. This is being done on recommendation of the state consultant, Mary Carli, to help better clarify the Computer Lab Technician’s specific duties in order to help the Testing Division of NYS Civil Service decide exactly what level these positions should be tested.
Discussion held of the future review of announcements as to having a requirement of a valid NYS driver’s license as one of the special requirements to take the test and keep the appointment.
The Secretary reported that the results of the following examinations have been received from the State Department of Civil Service. The Commission directed that an eligible list for the following positions be established, effective April 3, 2003, for a duration of four years.
1. Industrial Pre Treatment Coordinator - promotional # 74-002. Motion made by Comm. Camardo, seconded by Comm. Brennan. Motion carried 3-0.
2. Industrial Pre Treatment Coordinator - open competitive # 60-741. Motion made by Comm. Brennan and seconded by Comm. Welch. Motion carried 3-0.
3. Assistant Comptroller - open competitive # 61-851. Motion made by Comm. Brennan and seconded by Comm. Camardo. Motion carried 3-0.
Scheduling of the Custodian exam remains tabled.
