Auburn Municipal Civil Service
Meeting – 03 /06/2003 Minutes
Chairman Welch called the meeting to order at 11:00 am. Sec. Fulton absent; Pat VanOrman Civil Service Clerk took the roll. Present was Comm. Brennan, Comm. Camardo and Comm. Welch. Also present Thomas Leone, Corporation Counsel; Gary Giannotta, Chief of Police; Gerald Del Favero, Supt. of Public Works; Keith Barnes, CSEA representative; and John West, Vice President of the local CSEA union.
Motion made by Comm. Camardo and seconded by Comm. Brennan to approve the minutes of the meeting, held on February 6, 2003 as summarized according to the old format.
New Business
School District
1. A new job duty statement was presented by the Auburn school district. Position to be titled part time dispatcher. Position to be in competitive classification and test to be ordered.
2. The new job duty statement tabled until special meeting to be held March 11, 2003. The school district is requesting to reinstate the formerly used title of Supt of Buildings and Grounds.
3. Discussion held concerning the upcoming clerical, entry level, open competitive exam The minimum educational requirements will be high school or equivalency diploma.
4.The decentralized exams Information and Technology exams for the computer positions at the school district will be ordered and scheduled for spring 2003.
Police Dept.
Discussion held concerning the minimum qualifications for the promotional Police Series.
Chief Giannotta and the union stated their positions. Motion made to table the discussion until the April 2003 meeting. Both the Chief and the union were asked to state their positions in writing.
Public Works
The Commission reviewed the job spec for the Maintenance mechanic. Postings for the public works, grade 19 at the hydro plant and the grade 17 at the filtration plant. Based on discussion from the CSEA representatives from the collective bargaining units the positions are the same. Two specs will be added to the classification plan. Maintenance mechanic (water transmission) and Maintenance mechanic (water distribution). P the request of the Supt of the Public Works the commission will review the need of a current valid New York State drivers’ license. Motion made by Comm. Welch and seconded by Comm. Brennan that the special requirement be added to the newly revised job spec; Possession of a valid New York State drivers
license appropriate to the equipment and vehicles operated. Motion carried 3-0.
Discussion held of the Custodian exam for the vacancy in the City of Auburn. Based on Civil Service Law 52 the persons in a non –competitive title must be permanent for at least two years in order to be eligible to take a promotional exam. Discussion tabled until April 2003 meeting.

Code Enforcement
Discussion held with Tom Leone, Corporation Counsel, and also the person responsible for the supervision of the Code Enforcement Department, as to the filling of current vacancies in the Code Enforcement Dept. An exam for Secretary will be ordered to fill the vacancy of the position formerly held by of Nancy Quill. An affidavit from a research analyst was presented to the Commission showing a review of the position in the code enforcement dept. formerly called Assistant Housing Code Inspector and titled Code Enforcement Officer in the recent reclassification.
Motion made to go into Executive session. Motion made to go back into regular session. Motion made by Comm. Camardo to table any further discussion of the Code Enforcement Dept. until April 3, 2003. Motion seconded by Comm. Welch. Motion carried 3-0.
Motion to adjourn made by Comm. Camardo, seconded by Comm. Welch. The meeting was adjourned at 12:25 pm.
