The balloon test was postponed due to the rain.

6:00 Public Meeting
The ZBA members walked to the end of the driveway on High Street. At 6:00 pm, when no other public attendees arrived, the group returned to the house and parking area of John and Wendy Dunlap. Chair Kendall convened the meeting at 6:00 pm. He introduced the Board members and the two AT&T participants.

Mr. Dunlap requested that all attendees sign in on an AT&T waiver sheet that had been set up by the AT&T lawyer, Doug Wilkins. All signed in.

Mr. Dunlap stated that AT&T had flagged the proposed continuation of the driveway (road). The group had the choice to walk the flagged path through brush, trees, rocks, etc., or to walk a 4-wheeler path that was more defined. The site walk participants chose to walk the 4-wheeler path. There was a slight incline up the path. At the site of the proposed Personal Wireless Service Facility (PWSF), Ms. McManus and Mr. Dunlap pointed to the marked stakes that denoted "tower" and "compound". Ms. McManus answered questions concerning the layout and, when needed, showed the structures on the AT&T plans of the proposed facility.

After touring the proposed site, some ZBA members walked the proposed road back to the house; while another group returned on the 4-wheeler trail. Once reconvened, the ZBA and Public Attendees walked to the end of the driveway to review the seventy-five foot (75') frontage. A variance has been requested as two hundred feet (200') frontage (Article VI, C.1.c.4.) is required.

The ZBA and Public Attendees traveled via vehicles to Maple Avenue and parked on Maple Avenue at the home of the Vandervorts (104-028). Mr. Burwen led the group up his driveway to show their home (244-005), their view, and their pond. He pointed to the various wet areas, ditches, plant growth, etc. to verify his concern for the land with its steep slopes, wetlands, and potential runoff. Mr. Burwen requested that an environmental impact study should be considered. After walking the Burwen/Watts grounds, the group went back down the driveway to Maple Avenue.

The  ZBA members discussed the May 19, 2009 meeting to be held at Town Hall. At that meeting, three issues will be decided: 1.) date for the balloon test, 2.) the technical aspects of the Radiofrequency Engineer's report, and 3.) a possible environmental impact appraisal of the area surrounding the proposed PWSF.
At 7:45, Mr. Giffin moved to adjourn the site walk. It was seconded by Mr. Haggett, and approved by all. The ZBA members returned to the Town Hall, but did not discuss further the proposed PWSF.
