Meeting Minutes
April 27, 2015

The meeting was called to order at 7:00 PM by Chairman Webber in the Little Town Hall.
Members Present:        Gordon Webber  (Chair) Michael Genest, & John Robertson
Staff present:          Donna Hanson (Town Administrator),

Agenda Items:
  • Mr. Genest moved to approve the Board of Selectmen (BOS) minutes of April 6, 2015; Mr. Robertson seconded.  Passed 3/0
Mr. Jack Kenworthy from Antrim Wind Energy LLC (AWE) told the board that AWE would like to make a donation to the Antrim Scholarship Fund on a yearly basis for 20 years. Trustee of Trust Funds Chair, Mr. Ron Haggett checked with Terry Knowles who is with the NH Attorney General’s Charitable Trusts Unit and she advised that a direct donation to the Scholarship Committee which would be through the Trustee of Trust Funds would be the simplest way. Mr. Webber moved to have AWE work directly with Trustee of Trust Funds on the donation. Mr. Robertson seconded. Passed 3/0.
Ms. Renee Gerritsen from the Antrim Grange submitted a sketch of two 6 x 19 raised beds for the Antrim Community Garden. The Grange has received a $700.00 grant from the NH Master Gardner Association for the Garden. The selectmen and Ms. Gerritsen were in agreement that the water for the garden would come from the brook and not Town Hall. They also agreed that any damage to the gardens due to plowing or anything else would be the responsibility of the Grange and not the Town .Mr. Robertson moved to approve the use of town land that is situated behind Town Hall between the rocks and the brook for a community garden and managed by the Antrim Grange. Mr. Genest seconded. Passed 3/0
Mr. Rick Edmunds and Mr. Jason LeClerc spoke to the selectboard about approving a town ordinance for Utility Terrain Vehicles (UTV). The State of New Hampshire no longer issues Agriculture Plates for UTV’s therefore they would like Antrim and other area towns to approve a town ordinance so UTV’s can be driven on town roads. The selectboard said they would be open to a town ordinance but a public hearing would be needed. Mr. LeClerc will gather more information and look at the ordinance from Henniker and Hillsborough so they are more or less consistent.
Quotes were reviewed from two fence companies to repair the damage that had been done at Shea Field last week. One quote was from HMP Fence Service for $3,488.65 and the other quote was from Crowe Fence & Deck Supply for $2,128.00. Mr. Genest moved to use Crowe Fence for the repairs at a cost of $2,128.00. Mr. Robertson seconded. Passed 3/0
Mr. Robertson gave a summary of the Planning Board meeting he attended on April 16, 2015. The Planning Board wants to hold a public hearing on May 21, 2015 for the installment of the lights at Shea Field. Mr. Webber will be attending the next Park & Recreation meeting and will inform them of the procedure.
  • Mr. Webber moved to go into non-public session under RSA 91-A:3 II (a) public employee, (c) Tax Abatement . Mr. Robertson seconded.  Passed 3/0

  • Mr. Genest moved to seal the minutes of the of non-public session under RSA 91-A:3 II (a) public employee, (c) Tax Abatement. Mr. Robertson seconded. Passed 3/0
  • After no further business Mr. Webber moved to adjourn. Seconded by Mr. Genest. Passed 3/0
