Town of Antrim - Board of Selectmen
Meeting Minutes
April 6, 2009

The meeting was called to order at 5:00 p.m. by Chairman of the Board of Selectmen Stephen Schacht in the Little Town Hall at the Antrim Town Hall.

Members Present:        Steven Schacht, Gordon Webber, and Michael Genest

Staff Present:  Neal Cass (Town Administrator)

Press Present:  Josh Bond (Monadnock Ledger Transcript), and Michael Pon (The Villager).

1.  Meeting with Emergency Management Director Bob Bethel
Selectmen met with Mr. Bethel concerning the December ice storm.  The following items were discussed:
"       The use of volunteers needs to be planned out.  The volunteers did an excellent job, but generally they are unable to continue to provide service long-term.  A group of trained volunteers should be established with their specific roles known.  The Town needs to be able to sustain emergency operations even if volunteers wear down.
"       Mr. Bethel wants the shelter to remain at the Town Hall.  The Town is responsible for a basic shelter.  The school is a designed POD area and should not be the shelter.  An additional generator would have to be added if the school were to serve as a shelter.
"       The State will be establishing shelters for those with special needs.  The Town is not equipped to handle these needs during an emergency situation.
"       Mr. Bethel reviewed the process for opening the EOC and referred to the approved Emergency Plan for the process.
"       Deputy Fire Chief Marshall Gale requested that the Fire Department be included in more meetings.
"       The public will be invited to a follow-up meeting to gather input.
"       The Town Administrator reported that $35,000 has been received from FEMA for the ice storm.  This is 75% of what the Town spent.  The Town will also submit for the cleanup that is being done now that the snow has melted.

2.  Meeting with Forest Fire Warden Marshal Gale
Upon the recommendation of Mr. Gale, the Selectmen recommended to the state that the following forest fire related appointments be made:
        Marshall Gale - Warden
        Barbara Beauchamp - Deputy Warden
        Marshall Beauchamp - Deputy Warden
        Shane Demers - Deputy Warden
        Richard Edmunds - Deputy Warden
        Jay Hennessy - Deputy Warden

3.  Acceptance of previous Board of Selectmen minutes.
Selectmen discussed the use of nonpublic sessions and the requirements when they are held.  The Town Administrator distributed copies of RSA 91-A II.  Selectman Webber said that he felt that he had never shared nonpublic information with the public.

VOTE:    Selectman Webber moved that the minutes of the March 9, 2009 Board of Selectmen meeting be accepted as printed.  Selectman Genest seconded the motion.  There being no further discussion, Chairman Schacht called for the vote.  All members voted in favor and the Chairman declared the motion carried.

4.  Committee, Commission, and Board Appointments.
Selectmen reviewed the list of residents who have indicated they wish to serve the Town via the open positions.  The Town Administrator will contact them to confirm and prepare the list for the Board.

VOTE:    Selectman Webber moved that Neal Cass be appointed to the three year term as the Tax Increment Finance (TIF) District Administrator.  Selectman Genest seconded the motion.  There being no further discussion, Chairman Schacht called for the vote.  All members voted in favor and the Chairman declared the motion carried.

5.  Town Administrator Updates.
"       Selectmen authorized the Town Administrator to have the signs and chains removed from the bandstand at Memorial Park.  The part now has cameras.  He will work with the Police Chief and the Recreation Director to assure that the park is safe and pleasant.
"       Cochran Environmental did not empty their dumpster this past weekend as they are in some sort of dispute with their hauler Pinard Hauling.  The Town as pulled in Monadnock Disposal Services to provide a dumpster while the situation with Cochran is reviewed.
"       The Town Administrator reported that he attended the Federal Compliance meeting held at NH DOT last week in order to be sure that the Town is compliant with the requirements for the stimulus money.

6.  Abatements
Selectmen signed letters to residents notifying them of the decision on their abatement based on the recommendation of the Town Assessor.  The Assessor is still working on some of the abatements submitted.

7.  Selectmen signed items and approved Accounts Payable and Payroll items.

8.  Non-public Session - RSA 91-A:3 II (b) Hiring of a Public Employee
           VOTE:  Selectman Genest moved that the Board of Selectmen enter into Non-Public session under the provision of RSA 91-A:3 II (b).  Selectman Webber seconded the motion.  Chairman Schacht called for the vote.  Selectman Webber, Schacht and Genest voted in favor and the Chairman declared the motion carried (3-0).

          The Board entered Non-Public Session at 6:47 p.m. returning to open session at 7:00 p.m.

           VOTE:  Selectman Genest moved that the minutes of the just concluded Non-Public Session be sealed.  Selectman Webber seconded the motion.  There being no further discussion, Chairman Schacht called for the vote.  All members present voted in favor and the Chairman declared the motion carried.

There being no further business, the Board decided by consensus to adjourn at 7:02 p.m.   The next meeting will be Monday, April 27, 2009 at 5:00 p.m.
