Selectmen Meeting Minutes
February 26, 2007

The selectmen opened the meeting at 6:30 p.m.

The selectmen approved the minutes of the February 21st, meeting.
The selectmen held an open informational meeting with members of the Police Department and the public to discuss the police officers views as to what a 5th officer would or would not do for the Town.  The number one goal is to provide more patrol coverage, at the present time we are providing on average, Twenty (20) hours of coverage, seven days per week. Although an officer may be on duty, there are events which take him out of Antrim. Therefore, there is no coverage in Town and mutual aid or state police have to cover. These include transport of prisoners to Hillsborough Police Department or the county jail in Manchester and for court appearances. One of the benefits of the 5th officer would be less overtime would be required which will offset part of the cost of the additional officer. The selectmen agreed to consider the points made and to prepare a statement for the press as to why they are supporting the fifth officer at this time.

Chief Feyrer then presented Officer King, Officer Elliott, and Lt. Dunn with letters of recognition. The selectmen and Chief Feyrer than expressed to Officer Elliott their pleasure in seeing him back as part of our Police Team and were very happy that he has recovered so well from his medical problems. The selectmen expressed to all the officers and the Chief their sincere thanks and support for all the efforts that have been put forth by our Police Department to keep Antrim a safe community.

The selectmen then again reviewed the information that was covered at the budget hearings which included growth statistics that showed Antrim grew only 1.3% from 1990 through 1999 for a total of 34 new residents. From 1999 through 2003 the growth was an additional 106 new residents, three times the growth of the previous ten years and that from 2004 through 2010 the growth is expected to be approximately 250 to 300 additional residents, which will be a 13-15% growth for the ten year period.  This is why our budget for 2007 began the infrastructure improvements, highway improvement plans, showed the importance of the mineral rights leasing plan for sand, our water and sewer expansion plans, and the needs of all our safety services to be manned and equipped with growth in mind. This was all part of the information they will have for Town Meeting.

The Selectmen approved the appointment of David Kirkpatrick to the Park and Recreation Commission. His term will run until March of 2010.

The Selectmen agreed to send a second letter to all the residents of N. Main Street providing them with many of the answers to questions that were raised at the Bond Hearing on February 21st.

The Selectmen reviewed and approved new rules and regulations that will be implemented at the Recycling Center Swap Shop. They will be posted and put into effect as of April 1st, 2007.

The selectmen reviewed general correspondence and approved payroll and A/P for the week. The next regular selectmen’s meeting will be Monday, March 5th, at 7:00 P.M.
