Selectmen's Meeting Minutes 01/15/06

Selectmen Meeting Minutes
January 15, 2006

Present: M. Genest, R. Haggett, and B. Pratt
Also in attendance: W. Prokop, T. Goodwin, S. Harding, D. Kirkpatrick

The selectmen opened the meeting at 7:00 P.M.

The selectmen approved the minutes of the January 8th meeting.

The selectmen reviewed the letter from the Department of Transportation, regarding the Towns request for bridge aid.

S. Harding then addressed the board regarding the Park and Recreation Commissions concerns about the money that is the Recreation Land and Development Trust Fund. The commission is aware that the selectmen are considering a warrant article to transfer a large portion of the fund back to the General Fund as a way to offset taxes and pay for the infrastructure improvements that the town wants to complete. He stated that he and the commission are against this and would like to see all the money remain in the fund and that a new committee be appointed to pursue the purchase of land. The selectmen pointed out that there is approximately $215,000.00 in the fund and no immediate purchase of land planned. Therefore, they are considering asking the voters to transfer back to the General Fund $165,000 and to establish a new fund for recreational purposes and to put into that fund $50,000.00 as a start. They understood S. Harding concerns and feel that this is something that needs to be discussed at the budget hearings in order to give the voters an opportunity to make a choice. The selectmen will take S. Harding concerns under advisement.

The selectmen also discussed the allocation of various expenses for items requested by the Park and Recreation commission and everyone was in agreement with what would be done in 2007.

Selectmen Pratt asked the Town Administrator to write a letter to the Squires advising them of the proposed warrant article to turn the section of Grove Street that runs on to their property and dead ends, over to them. This was discussed previously but he felt that we should again advise them of this plan and see if they have any position on it, pro or con.

The selectmen confirmed the budget hearings will be Monday, January 29th, at 7:00 p.m. and also, on Saturday, February 3rd, at 10:00 a.m. at Town Hall. It was felt that by having 2 sessions it will give more people the opportunity to attend.

The selectmen reviewed general correspondence and approved payroll and A/P for the week.

Meeting adjourned at 9:30 p.m. The next meeting is scheduled for 01/22/07 at 7:00 P.M.
