Selectmen Meeting Minutes –September 12, 2005

Present: M. Genest, R. Haggett, and B. Pratt
Also in attendance: W. Prokop, M. Morrow, J. M. Pon, Mr. and Mrs. Ellsworth, and P. Beblowski

The selectmen opened the meeting at 7:00 P.M.

The selectmen approved the minutes of the August 22, 2005 meeting.

The selectmen reviewed and discussed the up-date on the downtown projects.

P. Beblowski then discussed the “Conservation Easement Deed” for the Campbell Pond land and the proposed agreement with The Monadnock Conservancy. This agreement had been reviewed by the Towns attorney and changes have been made that addressed his few concerns. After some discussion the Selectmen voted to proceed and sign the final agreement.

The selectmen were updated by W. Prokop on the Bryers Lane status. The test boring have been done and request for quotations have been sent out to three (3) contractors for the road work. The Water and Sewer Commission is also preparing a cost for the relocation of the water lines. The quotes are due back on Friday, September 23rd. We should be able to hold a Public Hearing by the middle of October.

W. Prokop asked the selectmen for approval to enter into a cooperative arrangement with Hillsboro and Henniker to negotiate with Comcast for services. Our contract with Comcast will expire the middle of next year. The selectmen voted to approve the request.

The selectmen were advised that we should have a Purchase and Sale agreement for the Gould property, in hand by the early part of October.

The selectmen voted to grant the Gardner’s an abatement of $145,343.00 for the next tax bill, on the building they lost due to fire. The property will be reassessed on April 1, 2006.

The selectmen were advised that Antrim was chosen to receive the Access Management Grant by SWRPC. The first meeting will take place on September 28th at 9:30 A.M. at Town Hall.

The selectmen were advised that Mr. Denis Squires has asked that the bridge going to his property at the corner of Hilton and Grove be removed and replaced by a culvert or to move the bridge down to a new location to access his property. The selectmen will discuss this further with the Road Agent and the Water and Sewer Manager and in the meantime have asked the Town Administrator to obtain a quote from Underwood Engineering for the work that will be required.

Mr. and Mrs. Ellsworth speaking for several residents of Summer Street have asked for some dust control to be applied to Summer Street. With school open and the amount of traffic dust is causing some health issues with a few residents. The selectmen will ask the fire department to water the street until we get some rain and then we can apply some calcium.

The selectmen reviewed general correspondence and approved payroll and A/P for the week.

Meeting adjourned at 9:30 p.m. The next meeting is scheduled for 9/12/05.
