POTENTIAL ZONING AMENDMENTS FOR MARCH 2015
Size of signs in the Rural and the Rural Conservation Districts. ~

Accessory Structures:  I looked at the accessory structure language, and I think there is room for clarification in Article XVIII as to whether the new structure under 200 square feet needs to meet the setbacks; since it needs a permit, one could easily assume that it therefore must meet setbacks. ~As for the VBD provision for the 120 square feet, that is probably left over from the days when 120 square feet was the cut-off for needing a building permit; that changed to 200 under the new code. ~So, that could either be changed to be consistent; or there might be some feeling that having a reduced setback is okay for 120 square feet, but that 200 square feet might be too much.

Excavation as a use is not addressed in the ordinance.

The provision for “Essential Services” in Article XIV is no longer defined in the ordinance, so what does this mean?

There is a new statute for wireless facilities that allows providers who are co-locating on existing structures to need only a building permit.

There is a new statute that puts a two-year limitation on all variances and special exceptions that should be added to Article XIX.

The variance criteria of Article XIX need to be amended (like the ZBA application) to account for changes in the law.

Business Meeting:

Approve September 18, 2014 Meeting Minutes   Ms. McEwen moved to accept the minutes; Vice Chair Lazar seconded. The minutes were approved as amended.

Approve October 2, 2014 Meeting Minutes      Ms. McEwen moved to accept the minutes; Vice-Chair Lazar seconded. The minutes were approved as presented.


Budget – Present 2015 budget to Board of Selectmen on October 27, 2014
The budget will be presented to the BOS on October 27, 2014.

CIP update
There was a short philosophical discussion concerning the Capital Improvement Program process. Ms. Ogilvie stated that the program had been in effect in Peterborough for many years, but it had taken time for it to be an effective tool for budget planning.

Ms. Ogilvie was invited to attend the CIP meetings. The Board agreed that she would be a valuable asset.
