ANTRIM PLANNING BOARD MEETING
February 2, 2010 Meeting

7:00 Review Period:
Appoint alternates to sit for absent members:  Mr. Lazar to sit for the absent Mr. Willeke;
Mr. Dubois to sit for the absent Mr. Koziell.
        
Approve the Minutes of the December 17, 2009 - Mr. Robblee made the motion to approve the minutes as presented. Mr. Dubois seconded the motion. The minutes were approved.

Approve the Minutes of  January 19, 2010 –Mr. Lazar motioned to approve the minutes as amended. Mr. Schacht seconded the motion. The minutes were approved.

Mr. Schacht said that he wished to express his disappointment concerning the way in which the January 19, 2010 Public Hearing had turned out. Article XIV-B Section 4 had been tabled because the Board could not come to a decision on proper verbiage for the Zoning Ordinance Amendment. He felt that the Planning Board had voted on January 7, 2010 to place the Article XIV-14-B Section 4 (which had changed the article to state that cell towers would not be allowed at all in the Residential District, but would be allowed in all other districts, including the Rural Conservation District, with a Special Exception) on the March 9, 2010 ballot, and that vote should not have been overturned by a smaller membership of the Board.

Second Public Hearing: Proposed Amendment Changes for Antrim Zoning Ordinances

Chair Burnside opened the Public Hearing. Mr. Moore read the Public Notice which had been advertised in the Villager on January 22, 2010 and posted on the bulletin boards at the Town Hall and the Post Office.

Chair Burnside reviewed each Article and noted the revisions that had resulted from the first Public Hearing. There were some minor revisions and all amendments as revised were approved. March 9, 2010 is Election Day. The Zoning Ordinance Ballot, as well as, the School District Ballot and the Town Officers Ballot will all be voted on that day.

Business Meeting:

·       Boundary Line Agreement of property located on White Birch Point (Map 242 Lot 33) – FYI

·       Mr. Moore requested that Diane Chauncey, Planning Assistant, be  appointed  Planning Board Secretary, per Planning Board By-Laws Section 5, Para. 5.1: Mr. Robblee moved to appoint Diane Chauncey as Secretary of the Planning Board. Mrs. Wasserloos seconded the motion. The motion was approved.
        
·       Town of Antrim Building Permits Application and Instruction Booklet – Comments? Mr. Hopkins (Building Inspector) had revised the application and the instructions for the building permit for clarity. He had asked the Board to review the revised booklet and make any comments. Those who had reviewed the revision felt that it was “user friendly” and an improvement over the former application.

·       Changes – Corrections – to revised Subdivision & Site Plan Review from Peter Pitsas – Peter Pitsas (Town Engineer) had reviewed the proposed Subdivision  Site Plan Regulations. There was a 2 ½ -page list of changes, which included word changes such as “site specific” to “alteration of terrain”, format changes, etc. Nothing that changed the intent of the regulations as the Planning Board has proposed.

·       FYI - Shoreland Permit Application of Barry Andreasen, North Branch Road, Map 213 Lot 71 – FYI to show the Board the paperwork involved in a Shoreland Permit application.

·       FYI - Contoocook and North Branch Rivers Management Plan Update – Ms. Chauncey had attended a Public Hearing in Bennington that was intended for public input concerning the river.

·       Federal Energy Regulatory Commission - Staff comments on Proposed Study Plan for the Monadnock Hydroelectric Project No. 6597-012 -FYI

                                
At 9:00pm, Mr. Lazar moved to adjourn the meeting which was seconded by Mr. Schacht, and unanimously approved.  The meeting was adjourned.
