Draft Agenda December 2014 Parks and Rec Commission Meeting
Antrim Parks & Recreation Commission
Minutes
December 11, 2014
The meeting was called to order at 7:00 pm.
Attendance
Parks & Rec Commissioners:  Mike Genest, Joan Gorga, Sam Harding, Peter Lamb, and Isaac Lombard
Recreation Director:  Celeste Lunetta
Visitor:  Peter Wells, Berkshire Designs, Inc.
Minutes
The minutes from the November 13, 2014 meeting were approved as written.
Memorial Park
Peter Wells/Design.  Peter Wells had developed a base sheet for the park with contours, and presented three alternative designs.  A design was chosen which represented conservative changes to the overall layout of the park and is compatible with phased development over several years.  Peter needs about two months to do the engineering and then will provide phasing recommendations.
Grant Applications.  Joan is working on the application for a project review by the Division of Historical Resources, which Bill Gegas advised should be submitted before the LWCF grant application is filed.
Goodell Park
Eagle Scout Project.  Henry Johnson cancelled his proposal due to illness.  He will be put on the agenda for next month.  There was a brief discussion about other possibly more appropriate spots to put a sign explaining the history of the Great Brook mills.
Budget
CIP follow-up.  A draft warrant article for the expenditure of CRF funds for lights at Shea Field should be put before the Selectboard on December 22.
Shea Field
Lighting Plans.  We will prepare for a presentation before the Selectboard on December 22.  While Celeste is showing a movie at Town Hall next Wednesday, we will meet to draft a letter to invite Shea Field abutters to our next Parks & Rec Commission meeting on January 8.  We will also discuss ideas for reducing lighting costs by applying for grants or engaging partners.
ConVal Agreement.  The ConVal Agreement Committee, consisting of Mike Genest, Peter Lamb, Isaac Lombard, Celeste Lunetta and Joan Gorga, met with David Martz on November 18 and presented a first draft of what we’d be looking for in an agreement over the shared use of Shea Field.  After discussion of each point, David agreed to work with the draft, and the next meeting was set for before the School Board meeting on December 16.

Town Gym
Shared use.  Jim Elder filed a request for the GBS Running Club to use the Town Gym on Tuesday mornings for the rest of the school year.  The request was denied due to continued non-compliance with carrying gym shoes across the parking lot from BBS, and it was recommended that GBS apply for use on a monthly basis, with renewal contingent upon demonstration of compliance.  The request to use the gym on Tuesday mornings for the month of December was approved, and compliance has been nearly 100 % for the first two weeks.
Floor maintenance.  The floor reseal was completed on November 24.
Recreation Department
Personnel.  Lisa Hennessey will be leaving her position as the Rec Program and Office Assistant at the end of January.  Celeste will change the job description to make it a combined position to include working Sundays in the summer as the beach attendant.
Gregg Lake
Beach/Boat Launch Issues.  New beach stickers have been ordered.
The next regularly scheduled Parks & Recreation Commission Meeting will be held on Thursday, January 8th at 7:00 pm at the Rec Office.
The meeting was adjourned at 9:27 pm.
